Primary Purpose
Working under supervision, and in accordance with established operating and safety practices, the Transmission Line Worker performs construction, installation and maintenance activities on electrical transmission facilities ranging from 34.5 kV AC to 450 kV DC, including structures, fixtures, conductors, and insulators. Due to the varied nature of the Transmission Line Worker role, the incumbent applies an advanced knowledge of electricity. This role may require work on energized facilities using approved tools and methods. Work (routinely performed where there is exposure to inclement weather – heat/cold) requires scheduled and unscheduled overtime and incumbent will be on a rotating call schedule for after hours and on weekends to respond to emergency calls regarding line maintenance/service restoration.
Responsibilities
1. Demonstrate a comprehensive understanding of VELCO safety rules & practices (including but not limited to vehicles, tools, lineworkers or other personnel)
2. Work in elevated environment whether climbing or using areal devices.
3. Inspect, install, repair or replace all components of transmission systems, under supervision, and as a part of a team.
4. Must have general knowledge of transmission standards and ensure work is performed in a safe and efficient manner.
5. Must be familiar with the VELCO transmission system and have the knowledge and ability to become a VELCO qualified switch person.
6. Operate and use hand and power tools, rigging and equipment to accomplish required work.
7. Operate and use heavy equipment (track buckets, track derrick, excavator, bulldozer, backhoe, etc.) May dig and anchor holes and assist in setting, removing, and loading, unloading, transporting and framing poles.
8. Operate commercial vehicles, including Tractor Trailer units.
9. Perform hot-line work at all applicable voltages, including energized bare handing.
10. Perform periodic equipment checks and routine maintenance procedures on all company equipment.
11. May be required to monitor and direct contractor personnel.
12. Communicate information relative to scheduling and related requirements to Supervisor to achieve maximum production, efficient operation, and the timely completion of work.
13. Perform emergency maintenance and restoration of electrical facilities.
14. Serve and satisfy internal customers and be a strong customer service advocate for the company.
15. Render assistance as needed during emergency restoration operations, to other utilities, within the boundaries of training, experience and safe work practices.
16. Perform other duties as assigned.
Education, Training and Experience
A high school diploma or equivalent is required. Completion of lineworker training program and two or more years previous lineworker experience, or equivalent combination of education and experience, is highly desirable. Must possess a valid class A CDL, qualifications to drive a Department of Transportation (DOT) regulated vehicle and be in compliance with all applicable State and Federal laws.
Demonstrated technical proficiency in the techniques, procedures, use of materials (equipment and tools) along with methods employed in the installation, maintenance and repair of electrical facilities is essential. Demonstrated knowledge of hazardous material handling requirements and environmental regulations related to the maintenance and operation of transmission facilities.
VELCO has four Transmission Lineworker classes, with new employees initially assigned and then moving through the career ladder based on experience and ability:

Class 4
• Work under the direct supervision of a senior Lineworker
• Learn VELCO policies and work practices
• Obtain class “A” CDL
Typical Time to Promotion 1 to 2 Years

Class 3
• Ability to read electrical one line drawings
• Have a good understanding of switching and tagging requirements
• Have a good understanding of materials and their use on the VELCO transmission system
• Ability to safely use heavy equipment under direct supervision
• Ability to remove equipment from service with direct supervision
Typical Time to Promotion 2 to 3 Years

Class 2
• Qualified Switchmen
• Ability to operate equipment with limited supervision
• Ability to lead small projects
• Ability to perform Live Line work
• Show proficiency in working at elevated heights
Typical Time to Promotion 4 to 5 Years

Class 1
• Ability to be assigned the lead for larger projects
• Qualified Tag Holder
• Clear understanding of the VELCO transmission system

Physical/Mental Demands
Must be physically able to safely climb poles, comfortably work at heights and lift heavy equipment (up to 50 lbs) and work on energized facilities using approved tools and methods. Work is routinely performed where there is exposure to inclement weather – heat/cold) and requires scheduled and unscheduled overtime. Must be available after hours on call work on nights and on weekends to respond to emergencies, so must live within a reasonable distance of assigned headquarters for on-call and emergency response purposes. Must be able to travel, with frequent overnight stays, including occasional out of state assignments to assist other utilities.
