We are recruiting for a career service Capital Project Manager III or IV Architect to join our highly productive, customer focused Capital Project Management Team that provides excellent customer services to all King County residents and park users. 

 

In this role, you will manage capital projects and provide architectural expertise in planning, design, permitting, and construction of both horizontal and vertical capital building and facility construction projects of varying size and complexity. You will also act as a licensed Parks Architect, stamping documents as necessary.

Telecommuting Requirement

The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities.

Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
 Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104 

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.

Job Duties

  • Act as the licensed Parks Architect stamping documents and providing architectural expertise across the Capital Improvement Projects Section and across the Division as necessary. 
  • Manage and deliver projects through all project phases (i.e., planning, design, permitting, construction) varying in scope, schedule, and budget from small to large, continuing our effort to rehabilitate, renovate, and replace assets in our Parks system.
  • Develop project management plans, scopes of work, risk registers, risk mitigation plans, resource assignment matrices, detailed project schedules, and other project management tools.
  • Proactively apply an Equity and Social Justice lens to all our actions, processes, decisions, and contracts to make our Capital Improvement Program more inclusive and equitable to the community we serve. 
  • Support the Division’s capital planning process by providing detailed cost estimates and long-range budget and expenditure forecasts.
  • Prepare and/or coordinate the preparation of architectural and design documents, building engineering systems, construction and materials specifications, spatial plans, and code calculations for projects with both internal and external project team members.
  • Prepare and process documents necessary for applicable notices, land use and building permits including development of permit sets using AutoCAD/Sketch-up/Revit/Bluebeam/ Civil3D/ArcMap or similar programs.  
  • Review and manage deliverables, plans and estimates for technical quality and adherence to applicable codes and standards.  Conduct review of technical documents and provide constructability reviews as necessary.
  • Manage the consultant procurement processes with the King County Payments and Procurement section including management of the consultant work orders, contract amendments, and invoicing.
  • Manage the construction procurement processes with the King County Payments and Procurement section and manage construction phase documents and communication. 
  • Oversee construction work, provide site observations, and resolve field issues during construction.
  • Work with elected officials, employees, other County agencies, clients, and the public to ensure project goals are met. Facilitate and represent Parks at public meetings, briefings and presentations with stakeholders.
  • Mentor and train junior level CPMs, providing guidance in all aspects of project management and architectural design. 
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Required Qualifications for CPM III:

  • A professional degree in Architecture. 
  • Five years of progressively responsible post-graduate professional architectural experience. 
  • Knowledge and understanding of the International Building Code, architectural design requirements, and knowledge of distinctions between building codes, zoning codes, energy codes, and engineering codes governing the design and construction of facilities. 
  • Knowledge and understanding of the American’s with Disabilities Act (ADA) standards governing the design and construction of facilities. 
  • Knowledge and experience designing building systems (structural, mechanical, plumbing, electrical, lighting) on small projects, and experience managing, coordinating, and integrating the work of consultant engineering disciplines when the scope of technical work requires specific engineering expertise or requires engineering calculations and stamps. 
  • Strong written, verbal, graphic, and data communication skills used to present complex information (spreadsheets, schedules) to non-technical audiences.  
  • Demonstrated skill in development of contract plans using AutoCAD/Sketch-up/Revit/Bluebeam/ Civil3D/ArcMap or similar programs.  
  • Demonstrated experience in successfully working with multi-disciplinary project teams and individuals with diverse backgrounds. 
  • Advanced level of computer skills, including Microsoft Office suite (Word, Excel, Project, and PowerPoint); project management tracking software, and construction management tracking software. 
  • Ability to navigate design and construction principles and practices, cost estimating and scheduling, contracting, project management techniques, and complex federal, state and local development regulations and processes.
  • Demonstrated knowledge in use and development of contract specifications in CSI Master Format and/or WSDOT Standard Specifications.

 

Additional Required Qualifications for CPM IV:

  • Seven years of progressively responsible post-graduate professional architectural experience. 
  • Experience on a variety of projects including large and complex projects with infrastructure, utilities, and facilities. 
  • Ability to independently perform capital project management responsibilities on projects or programs of the highest level of complexity and risk with limited direction or instruction.
  • Ability to navigate in a political and litigious environment and handle multiple competing priorities.

Necessary Special Requirements:
A current Washington Driver License (or ability to obtain one upon hire), or alternative ability to travel in a timely manner to various locations including to sites which may not be served by public transportation. 

 

License/Certification:

At the time of appointment, the selected candidate must possess a valid Registration as Professional Architect in Washington State, or possess a valid Registration as Professional Architect in another State AND possess a National Council of Architects Registration Board (NCARB) certificate indicating the candidate’s ability to obtain a reciprocal license in Washington State within six months.

 

Highly Desired:

  • Proficiency in Adobe Creative Suite
  • Advanced skill in Microsoft Visio 
  • LEED AP or LEED BD+C, other LEED accreditation and/or Living Future Accreditation

 

Physical Requirements:

The position requires that the individual visit a variety of project sites including many that may be in pre-design and/or construction phase.  This may necessitate the ability to traverse rough terrain or construction sites which generally include unlevel surfaces.  It also may require the ability to climb rough grades or ladders including work on raised/lowered platforms that may require appropriate safety gear.  Work involves walking moderate distances on even and uneven surfaces in the field year-round in varying weather conditions. 

 

Work Environment:

Work is generally split between a field office environment and working remotely in a home office environment.  Field work is required on a regular basis when evaluating contractors’ work performance, project site visits, collaborating with team members, and/or researching construction problems.
