Summary

 King County Fleet Services Division is searching for an exceptional leader to serve as its Division Director. King County is one of America's fastest-growing regions, and Executive Dow Constantine is building partnerships and working with employees to meet the key challenges facing the Northwest—equity and social justice, climate change, and regional mobility.
 
To meet these challenges, the Fleet Services Division Director will play a key role in advancing high visibility projects and the impact on many citizens. Many projects and initiatives pursued by the division have far-reaching political implications with the community. 
 
ABOUT FLEET SERVICES DIVISON
 
The Fleet Services Division manages approximately 2,500 fleet vehicles and equipment in an equipment rental and revolving fund. The primary function is the acquisition, maintenance, replacement, and disposal of these assets for the County’s services associated with the Sheriff, Public Health, Roads, Parks, Wastewater, Water and Land Resources, and other agencies. The division has two main vehicle and equipment maintenance shops that include robust storerooms of automotive and construction supplies, an administrative presence in downtown Seattle and several technicians working in the field. 
 
In addition, the division is responsible for the disposition of the county’s personal property assets, which includes a surplus warehouse in Georgetown. Disposal methods can include re-use within the county, donation to verified and approved non-profits, and sales via online portals or sealed bids.
 
The work is accomplished by 75 employees, including light and heavy-duty technicians, storekeepers, and administrative staff.

KEY DELIVERABLES AND EXPECATIONS 
Reporting to the County Administrative Officer, the Fleet Services Division Director is responsible for providing collaborative leadership and a clearly articulated vision for county fleet services and staff. 
 
The Fleet Services Division Director will:

  • Direct daily operational needs of the Division including fiscal management, labor relations, and organizational issues to effectively lead division employees, manage an appropriated biennium operating budget of $90 million.
  • Lead senior leadership team responsible for fleet operations and maintenance, strategic planning, intergovernmental relations, and administrative services.
  • Direct the development and implementation of strategic goals, vision, workforce management, performance measures, strategies, policies, best practices, and initiatives.
  • Direct and shape systems to promote an organizational culture that supports continuous improvement (LEAN) and embraces equity and social justice for employees.
  • Direct and provide day-to-day leadership to the division.
  • Foster a culture of innovation and sustained change with a strong sense of how to develop and offer new products and services.
  • Creating Partnerships with key stakeholders to provide service in a more efficient manner. 
  • Leverage the County’s information and business intelligence systems to drive operational improvements with a focus on performance, measurement, and accountability.
  • Utilize internal and external resources, technology, and continuous improvement techniques to report metrics, improve processes, create more capacity, and deliver greater value to our customers and community.
THE IDEAL CANDIDATE FOR THIS ROLE WILL:
  • Have a strong background in senior management including fiscal management, economic development, and administrative functions. Working with Crafts and Trades is desirable.
  • Be a champion for Equity & Social Justice. Understands that systematic racism and its long-term effects are pervasive in our society. Is comfortable having candid and sincere conversations with all employees and stakeholders about race and equity in our work.
  • Bring a strong background in directing and providing strategic leadership to large, highly unionized, and multi-faceted organizations, including working collaboratively at all levels.
  • Have an exceptional record of successfully managing, developing, and/or implementing strategic initiatives (ex. Strategic Climate Action Plan), policies, systems to achieve these outcomes.
  • Be customer-focused and comfortable advising and partnering with senior and executive-level management about complex initiatives, polices, and issues.
  • Understand how to manage complex projects including scoping and organizing resources, developing work programs, and facilitating multi-disciplinary teams.
  • Have strategies and ideas to continue to build on a culture of employee engagement which supports the development, learning, coaching, and team building necessary for the workforce of the future.
  • Be able to persevere and adapt as required, while working in a multi-faceted and ambiguous environment.

 COMPENSATION AND HOW TO APPLY
