Operations Supervisor 2
Position Summary: We are looking for a qualified and experienced individual to oversee assigned area(s) of daily transit or paratransit operations ensuring service is efficient, safe, courteous and reliable.
The person in this position will supervise assigned operators; operate passenger vans or ride buses to monitor road conditions, routes and schedules; evaluate performance of transit operators and/or other assigned staff; assess route and schedule deficiencies, training needs and required facilities repairs; serve as liaison between passengers and the agency; and may schedule Routed or ACCESS Operators in accordance with union contract guidelines.
This position may supervise the dispatch function and/or dispatch duties; schedule operators and equipment to ensure optimal service levels; maintain communication with operators and modify routes as appropriate; and ensure staff training on scheduling and dispatch software.
This position will also respond to accidents, vehicle mechanical problems and passenger incidents; report accidents, equipment service requirements, complaints and road hazards to the appropriate authorities; investigate and respond to service discrepancies or procedural problems, program and service delivery questions and safety concerns ensuring necessary follow-up; confer with and advise manager and others regarding resolution to problems and complaints.
The person in this position will also conduct studies or projects to monitor and/or evaluate service, equipment and/or facilities and make recommendations for improvements in operations; collect and analyze data and prepare reports; review and provide input for updates to various agency manuals, guides, policies and procedures; and serve on assigned committees.
The person in this position will also participate in hiring operators and/or other assigned staff; assign work to, monitor and evaluate assigned staff; provide for and/or conduct training and/or staff development; monitor established work methods and standards; initiate corrective and/or disciplinary action and respond to grievances and complaints according to established personnel policies, procedures and relevant collective bargaining agreements. The person in this position will also document all performance related events, including unscheduled absences, accidents and reports of on-the-job injuries.
This position may be assigned to an operating base with responsibility for recommending solutions for service-related issues. The person in this position may also be assigned to organize and participate in reciprocal 'Guest Rider' programs with other Transit Agencies; participate in Kitsap County Department of Emergency Management meetings and drills as a representative of Kitsap Transit; and may serve on the Critical Stress Management Team.
This position reports to the Operations Manager.
Salary Range: The range for this position is $5,196 - $6,988 per month, commensurate with experience. With rare exception, initial appointments are usually made at Step 1 ($5,196).

Hours of Work: Work is conducted during operating hours, which are from 3:00 am - 9:30 pm Monday through Friday, and 8:00 am - 6:00 pm on Saturdays.
QUALIFICATIONS
Kitsap Transit employees who wish to apply must have a satisfactory performance and attendance record. Kitsap Transit Operators with any of the following criteria in the last twelve months are excluded from recruitment opportunities:
- a current Decision Making Leave or higher in the Safety category
- more than two held customer complaints
- more than four unscheduled absences
- more than two late reports
Education and Experience: High school graduation and three years of increasingly responsible transit operations experience including one year of lead work and/or supervisory experience. In-depth knowledge of Kitsap Transit operations policies and procedures will be considered in lieu of increasingly responsible transit operations experience.

Working Conditions/Physical Requirements:
Positions in this class typically require: balancing, stooping, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, intense noises, travel and environmental conditions such as disruptive people, imminent danger or a threatening environment. Requires field work and travel.
Other Requirements: Must be able to acquire and maintain a Class B Washington State commercial driver's license with a passenger endorsement and air brake restriction removed. Must maintain a good driving record throughout employment. The incumbent must be able to obtain a Puget Sound Naval Shipyard security clearance.
