Summary

This position assists in the operation and maintenance of Solid Waste Transfer Stations by providing a high level of customer service to transfer station users by compacting waste, loading and moving refuse trailers within a confined space in public area, directing and monitoring the area for safety and efficiency and controlling the processing of garbage, operating equipment, performing general clean up, landscaping and station maintenance tasks.

SELECTION PROCESS:  The applications will be screened for completeness and required qualifications.  Applicants rated the most competitive may be invited for skills test and an interview. Skills test may be scheduled as early as the week of May 24, 2021 and interviews scheduled as early as the week of May 31, 2021. Dates are subject to change.

WORK LOCATION:  The Solid Waste Division currently operates eight (8) transfer stations located throughout King County and the candidate must be available to work at any of the eight locations as assigned including Vashon Island.  You can view a list of the stations at:  http://your.kingcounty.gov/solidwaste/facilities/transfer.asp.

WORK SCHEDULE:  This position has multiple schedules: 5/8, 7/10, 7/10 Regular Part-Time (RPT), or 4/10. This position is overtime eligible. RPT is primarily assigned to a 7/10 work schedule (7 days on, up to 10 hours per day, followed by 7 days off (Monday - Sunday)). RPT positions are not guaranteed hours and are scheduled to work as needed to supplement full-time schedules, with variable work hours, which include Day, Swing, and Graveyard shifts.

OPERATIONS SECTION PROFILE:  The Operations section of the Solid Waste Division operates a solid waste transfer and disposal system for residents and businesses in King County (except for Milton, Seattle).  The Operations section is responsible for the transfer facilities, transportation, maintenance shop (maintaining the Division's heavy equipment, vehicles and facilities), landfill operations, landfill gas and wastewater.  Commercial garbage collection companies and self-haulers (business and residential) bring solid waste to the transfer facilities, where it is located into large transfer trailers and hauled to the Cedar Hills Regional Landfill for disposal.  At the landfill, a network of environmental controls ensures the byproducts of the decomposing waste are captured and managed.

EXAMPLES OF JOB DUTIES:
• Inform, direct, monitor, and control public customers and commercial haulers at transfer stations.
• Assist customers to safely and efficiently park and unload vehicles.
• Safely operate transfer station equipment, which may include front end loaders, pre-load compactors, pedestal compactors, backhoe loader, bailers, forklifts, and skid steers/bobcat.
• Operate yard trucks ("goats") to pull empty garbage hauling trailers into chutes and full trailers out to parking areas through sometimes confined public areas.
• Direct interaction with public to provide customer service.
• Screen for hazardous and unacceptable materials and take appropriate action.
• Respond to on-site accidents, emergencies and hazardous spills safely and effectively.
• Determine tonnage before and during loading of trailers and compacting to achieve an optimal payload and prevent trailer overloads.
• Provide yard and facility cleaning and upkeep.
• Coordinate work duties with crew.
• Adhere to all safety rules and guidelines.
• Maintain vehicle cleanliness.
• Perform visual safety inspection of vehicles and grounds.
• Operate miscellaneous small power hand tools and equipment, including weed-eaters, and lawnmowers.
• Operate two-inch fire hose safely and effectively.
• Other duties as assigned.

REQUIRED SKILLS:
• Demonstrated experience operating various types of heavy equipment and power hand tools in an industrial environment.
• Knowledge of safety procedures operating power hand tools and heavy equipment.
• Excellent customer service skills dealing with the public.
• Demonstrated oral and written communication skills.
• Candidates must have experience dealing with a diverse group of co-workers and customers.

THE MOST COMPETITIVE CANDIDATES WILL POSSESS:
• Minimum one (1) year experience operating specific heavy equipment such as:
o front end loaders,
o mini excavator
o forklift
o driving or hosteling truck & trailer
• Basic mechanical skills providing maintenance of stations.

NECESSARY SPECIAL REQUIREMENTS:
• Valid Washington State Driver's License or the ability to travel to other transfer stations during the course of the work day/shift. Offers of employment will be contingent upon verification of a valid Washington State Driver's License or verification of the ability to travel to other transfer stations during the course of the work day/shift.
• Offers of employment will be contingent upon the completion of a pre-employment physical.
• Applicants must exhibit the physical ability to operate heavy equipment, perform heavy physical labor, and use two-inch fire hoses.
• Requires the ability to work on uneven grades, slopes, surfaces, and terrain in inclement weather and other adverse conditions such as dust, odor, high volume noise and heavy traffic.

Offers of employment will be contingent on the completion of a satisfactory physical exam, supervisory references and upon verification of a valid Washington State Driver's License.
