Summary

The Central Employee Services Division (CESD) in the Department of Human Resources (DHR) seeks an experienced and innovative professional to serve as the Health and Well-Being Project Manager for the Balanced You team.

As a key member of the Balanced You team, the Health and Well-Being Project Manager oversees health and well-being projects and programming to equip employees to live healthy and safe, understand and use their benefits, and find balance in life and work. This position reports to the Employee Social Impact and Well-Being Manager and collaborates with DHR's Learning and Development and Internal Communications teams to develop and deliver key communications and programming and works with partners across the County to advance key projects.

Who May Apply
This recruitment is open to King County employees and the public and will be used to fill one Term-Limited Temporary position or Special Duty Assignment (SDA). The duration is anticipated to last six (6) months with the possibility of extension based on operational need.

Note: Special duty opportunities are only open to current King County career service and appointed employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement or Coalition Labor Agreement for their base assignment.

Other Position Information
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is represented by Teamsters Local 117/Professional & Technical and is classified as a Project/Program Manager III; class code: 2441300.

Job Duties
  • Manage key well-being projects and initiatives, including deliverables, timelines, updates, in collaboration with County partners, and communications.
  • Collaborate with internal communications, CESD leadership, and the Balanced You team, to deliver multi-channel education, communication, and outreach. Author blog posts, web content, and newsletter articles.
  • Collaborate closely with staff in related County work units such as Benefits, Payroll and Retirement Operations; the Employee Assistance Program; Safety and Claims; and the Office of Equity, Racial and Social Justice to better integrate and coordinate activities in support of a whole-health approach to employee well-being. Specifically, partner with Learning and Development to provide input on and support the delivery of an updated live-learning course with a focus on leadership and well-being.
  • Research, identify, and recommend key steps for program and project stakeholder buy-in and long-term success.
  • Identify key measures, analyze program results, prepare dashboards to monitor progress, and recommend improvements to respond to the evolving health risks, needs, and interests of the workforce. Proactively identify solutions and seek management support. Monitor and address issues of inequity and disparity in program participation and results.
  • Supervise vendors and consultants and provide direction to assure smooth implementation of programs and communication strategies.
  • Manage a portfolio of employee health programs, focused primarily in the areas of improved physical, social-emotional, and financial well-being. Develop project plans, track implementation, and address barriers.
  • Lead the Employee Advisory Committee and provide timely updates and communications to support employee health and well-being at the worksites.
  • Manage budgets for specific projects, vendors, and consultants.
  • Prepare and present briefings, project plans, status reports, decision memos, speaking points, and other program materials.
Experience, Qualifications, Knowledge, Skills

Minimum Qualifications:
  • Two years of program development and management experience that includes strategic planning and program design, communications and outreach, evaluation, and team leadership; AND
  • A Bachelor's degree in business, public administration, human resources, education, public health, communications, or related field OR
  • Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work.
Other Qualifications:
  • Knowledge and experience in the deployment of workplace and/or community health and well-being initiatives, including knowledge of behavioral economics.
  • Demonstrated ability to prioritize and manage complex projects with multi-month timelines and significant communication needs.
  • Clear and effective verbal and written communication and presentation skills, with the ability to communicate with individuals at all levels both internally and externally.
  • Experience with web-based communication platforms.
  • Ability to work with a variety of individuals from diverse backgrounds, including sensitivity to and knowledge of various ethnic, cultural, and socioeconomic groups.
  • Intermediate level proficiency with Microsoft Office software, including Outlook, Word, Excel, and PowerPoint.

Teleworking Requirement
The work associated with this position will be performed predominantly through telework, complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
