Summary

Jail Health Services, a division of Public Health Seattle & King County, is seeking a full time, Term-Limited Temporary Health Program Assistant II to join the Substance Use Disorder (SUD) team!

The purpose of JHS is to assure that basic health and human services are available to individuals who are incarcerated in the King County adult correctional facilities.  They offer a comprehensive set of services—including screening for substance use disorders, prescribing medications for Opioid Use Disorder (MOUD), distributing naloxone, and providing overdose prevention and response education.

The Health Program Assistant II (HPA II) will work closely with SUD Evaluators who conduct in-custody substance use disorder assessments to determine an individual’s eligibility for inpatient treatment. The HPA will provide administrative support in the way of quality assurance and compliance monitoring, coordinating health care coverage, submitting authorization forms, and securing and tracking admission dates.    
 
This is a Term-Limited Temporary opportunity.  Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last for six months. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions.  The County and the Department continue to work to secure long term funding sources.  
 
This vacancy can also be filled as a Special Duty opportunity.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

About Jail Health Services:
 
JHS provides needed health and social services to the incarcerated population located in the King County jails – King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA.  The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services.  We care about the patients we serve and their health outcomes. Our Division includes over 230 employees and a bi-annual budget of over $80 million.
 
The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. The JHS vision is Opening doors to healthier, happier lives, and the mission is To assess and stabilize serious health problems for the detained population of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.  
 
Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population.
 
JHS staff manage the complex health needs of underserved populations many of whom come to the facility without access to care in the community and with decompensated acute and chronic health conditions.

Work Schedule:
    
Monday through Friday 40-hour work week from the hours of 8:00 AM to 4:30 PM.

Some of the work associated with this position may be performed remotely.   Employees will have access to shared workspaces at various King County facilities.  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Assist SUD Evaluators with tracking and properly storing assessments, emailing or faxing authorization forms, and scheduling admission to inpatient treatment.  
  • Coordinate heath care coverage for participants referred for substance use evaluations, including checking status of coverage and assisting with the completion of a health care applications.
  • Provide administrative and management support including quality-assurance and compliance monitoring.
  • Edit and format various forms and documents in various file formats (Word, PDF, Excel) as directed by program staff.
  • Gather information to determine program eligibility. Includes working with referral source and clients via in-person, email, phone, and fax.
  • Document client information and services in electronic health records, Epic.
  • Prepare assessments and associated records for scanning into electronic health record.
  • Use Microsoft Outlook, Microsoft Teams and other electronic communication tools to coordinate work, and training requirements.
  • Respond to inquiries from coworkers and persons external to JHS within assigned area of specialization.
  • Work closely and communicate well with team members to manage all tasks assigned.
  • Perform other duties as assigned.
