General Description
Assume the responsibility for the realization of the goals of educational/training program awarded to CEWD.  In conjunction with appropriate Center staff, recruit staff, schedule, organize, coordinate and evaluate the overall activities of the assigned programs.  Assist with the development of educational/training programs, orient instructors and staff, schedule ongoing professional development activities. Monitor student participation and progress. Provide funders with appropriate information and reports.
Characteristics, Duties, and Responsibilities
  • Set program educational standards and goals and establish the policies and procedures required to achieve them.
  • Assume all additional assignments that contribute to the welfare of the Center as required by the Director.
  • Implement all programmatic operations and fiscal oversight.
  • Conduct evaluations of student services staff to assure the implementation of program requirements.
  • Coordinate the activities of all FT and PT staff assigned to the program and advise staff on Program structure and activities to support program objectives.
  • Coordinate Referral Process with the Director and the Union County Department of Social Services to meet contractual obligations.
  • Compile and submit all required program information to Center-MIS staff.
  • Conduct weekly team meetings in order to identify and address problems as they arise.  Report serious problems to the Director.
  • Schedule all on and off campus activities.
  • In conjunction with staff, monitor student attendance, punctuality, barrier reduction and needed support services. Participate in individual student conferences as necessary.
  • Assist in making recommendations resulting from diagnostic activities. Interview and place new students; implement the scheduling and orientation of new students.
  • Supervise, assist and evaluate assigned staff to assure adherence to the contract requirements.
  • Prepare monthly reports on staffing, recruitment, student progress, placement, CWEP participation and program completion.
  • Comply with all Center personnel, purchasing and budgeting procedures.
  • Liaison with funders regarding program monitoring and program reports. Prepare program reports using the funder data bases. Collect reports in order to prepare cumulative reports and narrative using the funder data bases.
  • Attend all required meetings.
  • Coordinate student job search activities with Job Development staff
  • Maintain on-going liaison with Center staff having responsibilities that impact on program activities.
  • Prepares reports and studies containing findings and recommendations for the review, information, and assistance of Director.
  • At all times exercise professionalism and confidentiality with staff and students.
  • Performs additional duties as assigned.
 

Education Requirements
Bachelor’s degree required. 
Experience
Minimum requirement of 3 years’ management experience with local, state or federal programs.
 
Proposal writing experience is required. 
 
Familiarity with occupational education needs and goals helpful.
Competencies and Skills Required
  • Interpersonal, organization and communication skills required.
  • Proficiency with MS office products including Excel and Access and web page development and maintenance.
  • Analytical and problem-solving skills.
  • Excellent customer service, oral and written communication skills, including ability to communicate effectively with a diverse external community and a diverse campus community.
  • Valid driver’s license and access to an automobile. 
  • Must possess strong interpersonal skills to interact tactfully and courteously with students, the general public, faculty, and other staff members.
  • Must be a “quick study” in order to quickly grasp knowledge of policies and procedures relating to every aspect of student services that a prospective or current student may utilize.

Physical Demands and Work Environment
·         This position’s duties are normally performed in a typical interior/residence work environment, based on the activity scheduled.
 
·         Some physical effort required; however, the employee must occasionally lift and/or move up to 25 pounds.
 
·         No or very limited exposure to physical risk.
 
·         Some travel required.

Terms of Employment
Part-Time grant funded position. Hours not to exceed 25 per week.  Flexible schedule to meet department needs. Some evening, weekends, and extended hours will be required.  Ability and willingness to travel on short notice to all on and off- campus sites as needed by the college.  Mandatory overtime is required throughout the year, especially at peak times.  Employee must establish primary residency in New Jersey within one year of appointment unless an exemption applies.
