Summary

We are currently recruiting Capital Project Managers (CPM) (Level III & IV) to join our highly productive, customer-focused Capital Project Management Team dedicated to providing excellent service to all King County residents and park users. We are currently recruiting for two construction management roles.
 
These positions report to the Capital Improvement Program (CIP) Construction Manager. In this role, you will perform a broad scope of professional journey-level construction management duties most specifically related to planning, implementing, and administering the inspection and construction of a variety size and scale of projects including large complex multi-million-dollar Park’s capital projects. Duties will involve, leading, and overseeing the administration of construction project(s) by performing daily or weekly inspection or by managing construction management consultants as they perform their duties in support of Parks Capital construction projects.  The work also involves assisting the CIP Construction Manager and other team members in a variety of duties such as but not limited to participating in design constructability reviews, planning for, budgeting, scheduling, estimating, drafting and overseeing consultant contracts, analyzing and resolving claims.

Telecommuting Requirement
The work associated with this position will be performed generally by telecommuting, with  field inspection and other work onsite, as influenced by construction business needs. Employees will have access to shared workspaces at various King County facilities.

Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location:  Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.

Job Duties

  • Act in the capacity of the Parks Project Owner’s Representative, inspect and administer Construction projects and/or oversee consultants in the inspection and administration of Parks capital projects.
  • Use and strengthen existing Capital Construction Program systems, standards and processes in the inspection of Capital projects. 
  • Apply an Equity and Social Justice lens to all actions, processes, decisions and contracts.
  • Oversee consultant contracts used in the administration, design review, construction and/or inspection of multiple capital projects.
  • Monitor, review and oversee the progress of contractors to ensure compliance with contract requirements, permit conditions, applicable codes, and regulations, and for quality assurance. 
  • Continuously identify and propose needed improvements to our existing construction processes and program.  Work with Construction Manager and other project team members to implement improvements.
  • Oversee progress payment requests and authorize change order requests. Plan, develop and administer project budgets.  Monitor and authorize expenditures for assigned projects.   
  • Implement field inspection policies, procedures and standards in accordance with contract provisions (whether WSDOT (90% of Parks projects) or CSI specification-based contracts (10% of Parks projects) and/or federal, state, local laws and regulations.
  • Work with other Parks team members in the proactive identification and resolution of construction management, contract and inspection issues for assigned projects. 
  • Act as the technical liaison on project related construction management and inspection issues.
  • Develop and implement project scope, schedule, budget staff resourcing and contract requirements for assigned major construction projects.  
  • Participate in the evaluation and selection of contractors and consultants for a variety of construction and construction management contracts.
  • Negotiate and resolve contract changes with contractors and consultants for assigned projects.  
  • Perform 30, 60, and 90 percent design reviews.
  • Develop cost estimates.
  • Review project plans and specifications for completeness, accuracy, content and the constructability as designed.  
  • Transfer documentation of Capital Project Operating and Maintenance knowledge and provide start-up assistance to ensure operating staff is adequately trained to utilize new equipment and constructed facilities.
  • Prepare project status reports, resolutions, and other relevant documentation for assigned projects.   Make presentations on the status of project.
  • Participate in and lead a variety of internal and external online and in person public meetings and hearings on assigned projects.
  • Represent King County to the public on construction sites by answering questions, ensuring public safety, and referring the public to other King County staff as needed.
  • Participate in contract and claim negotiations to resolve a variety of construction contract issues including, but not limited to, mediations, arbitrations, and litigation, etc.

Experience, Qualifications, Knowledge, Skills

Required Qualifications for CPM III:
 

  • A degree or equivalent work experience in architecture, engineering, construction management or a closely related field to provide the necessary knowledge, skills, and abilities to perform the job duties. 
  • Three (3) years of increasingly responsible experience in construction inspection or management on large-scale public works contract or complex, multiple public works contracts.
  • Two (2) years relevant field inspection. 
  • One (1) year of managing consultants and contract administration. 
  • Working knowledge of civil and building construction techniques, practices and administration is required.
  • Working knowledge of state DOT and CSI specifications, construction and project management techniques and principles is essential to managing and inspecting contractor workmanship.  
  • Significant working knowledge of and ability to proficiently use computer systems including but not limited to Microsoft programs (Word, Excel, Project Pro, PowerPoint, SharePoint, etc.).
  • Skill and ability to use remote interactive presentation software such as Zoom, and Microsoft Teams is essential.
  • Analytical and technical abilities are required to evaluate engineering design cost projections and construction budgets and schedules.  
  • Working knowledge of codes relevant to the construction of facility and/or equipment is necessary to oversee the work done by contractors.  
 
Additional Required Qualifications for CPM IV:  
 
In addition to the above noted requirements the following additional required qualifications for the CPM IV classification:
  • Five (5) years of increasingly responsible experience in construction inspection or management on large-scale public works contract or complex, multiple public works contracts.
  • Two (2) years of managing contractors or consultants and contract administration. 
  • One (1) year of mentoring, training and managing team members on construction projects.

Necessary Special Requirements: Valid Washington State Driver’s License upon hire or ability to travel throughout the County in a timely manner.
 
Physical Requirements: The position requires that the individual visit a variety of construction project sites.  This may necessitate the ability to traverse construction sites which generally include unlevel surfaces.  It also may require the ability to climb rough grades or ladders.  Work involves walking moderate distances on even and uneven surfaces in the field year-round in varying weather conditions. 
 
Work Environment: Work is generally split between a field office environment and working remotely in a home office environment.  Field work is required on a regular basis when evaluating contractors’ work performance, collaborating with team members, and/or researching construction problems.
