We are recruiting for a career service Capital Project Manager III to join our Capital Improvement Program. This position will be part of the Capital Services Unit and Stormwater Services Section within the Water and Land Resources Division. The Capital Services Unit is a team of project managers, engineers, drafters, a surveyor, and an environmental scientist tasked with planning, designing, and implementing capital projects that manage storm and surface water to protect people, property, and the environment while complying with county, state, and federal requirements.
 
In this role, you will have the opportunity to perform project management and construction management work responsibilities of stormwater infrastructure of varying size and complexity with little direction and guidance.
This individual will primarily apply project management techniques and principles to plan, implement, monitor and control, and report status of schedule and budget of a variety of stormwater management capital improvement projects.
 
This position requires the ability to manage multiple capital projects from initiation through closeout in coordination with on-going operations and other stakeholder interests. Additionally, there will be opportunities related to public outreach of capital projects and helping to advance pro-equity outcomes in accordance with the King County Equity and Social Justice Strategic Plan.

Telecommuting Requirement
The work associated with this position will be performed by teleworking with some onsite work and meetings.  The frequency of onsite work will be informed by business needs. Employees will have access to shared workspaces as needed at various King County facilities. Employee must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note, that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Predominately teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
 
Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, typically 8:00 a.m. to 5:00 p.m. Monday - Friday. Evening and weekend work may occasionally be required.
 

Job Duties

  • Manage capital projects through all project phases: planning, design/permitting, construction, and closeout.
  • Develop and implement approved scope of work, schedule, and budget. 
  • Identify deliverables and needed resources. 
  • Develop project management work plans. 
  • Coordinate project meetings with interagency teams, local jurisdiction and other agency partners and community stakeholders. 
  • Prepare status reports or memos or presentation slides. 
  • Maintain project files, monitoring budget expenditures and processing invoices.
  • Proactively apply an Equity and Social Justice lens to build and foster relationships with a wide range of internal and external stakeholders, customers, community member and partners.
  • Coordinate with technical and engineering staff to prepare Plans, Specifications and Estimate (PSE) including grant applications, feasibility studies, permit applications, Basis of Design documents, Technical Information Reports, stormwater pollution prevention plans, and public outreach materials.
  • Lead project team to secure applicable permits and completing the State Environmental Policy Act (SEPA) process.
  • Represent WLRD in a wide range of settings, including inter-agency collaborations and project meetings to build support and communicate complex technical issues effectively with stakeholders, including citizens and regulatory agencies.

Required Qualifications
  • Bachelor's Degree in Planning (Land Use, Urban, Regional, Environmental), Engineering, Environmental Studies, or a related field and two (2) years of any related work experience OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.
  • Strong written, verbal, and graphic communication skills to present complex information to a wide variety of audiences.
  • Demonstrated organizational and project management skills.
  • Demonstrated ability to write and communicate clearly and effectively with people of varying technical and cultural backgrounds.
  • Ability to work independently and manage numerous projects simultaneously.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Ability to learn new skills quickly, self-manage, prioritize, and meet tight 
Desired Qualifications
  • Ability to read and interpret engineering plans and specifications.
  • Ability to navigate a multi-discipline team through applicable permitting processes.
  • A Project Management certification OR experience with Project Management Institute’s Book of Knowledge.
  • Commitment to furthering one’s personal development in cultural competency, equity, and social justice.
  • Demonstrated skill in AutoCAD, Civil3D, Bluebeam, ArcMap or similar program.
  • Demonstrated experience or knowledge of federal (ACOE), state (HPA), and local (C&G) permits.
Necessary Special Requirements:
  • A valid Washington State Driver's License and the ability to travel throughout King County in a timely manner, or the ability to obtain a Washington State Driver's License within 30 days of employment.
  • The final candidate will be required to successfully pass a pre-employment physical.
Physical Requirements:
This position requires the ability to work outside conducting physical site inspections and evaluations, including in times of inclement weather conditions. There is often a need to walk on uneven terrain for short periods of time. Field conditions include brushy, forested environments; river, stream, and wetland corridors; and slippery, uneven surfaces and adverse outdoor weather conditions. Work tasks may also include in-water situations involving wading and the use of rafts or canoes.
 

Work Environment:
Heavy workloads, deadline pressure, and interruptions due to changing priorities are not uncommon. Projects may occasionally require evening, weekend, or holiday work.
