Summary

The Planning & Administrative Services (PAS) Section in the Facilities Management Division (FMD), is seeking a Project Manager to manage the FMD Parking Program & contracted services for county-owned buildings. The parking program includes seven buildings, 2,222 spaces and three locations. The garage facilities include Goat Hill, Chinook Building, King Street Center, King County Correctional Facility, Patricia H. Clark Children and Family Justice Center, Maleng Regional Justice Center, and Kent Valley Professional Building. Contracted services include requesting, amending, and terminating contracts associated with building operations and maintenance. They include services such as utilities, pest control, landscaping, or similar.

Job Duties

SCOPE OF JOB DUTIES: In this exciting role, you will be expected to:

  • Prepare Request for Proposals, negotiate contracts and direct operators at King County Parking locations.
  • Survey, analyze and recommend parking rate increases.
  • Establish contracts for services for buildings that are newly purchased or leased by the county.
  • Renew service contracts  as needed at existing buildings
  • Develop and monitor operating budgets and revenues from parking facilities. 
  • Draft legislation to update parking rates set in the County Code. 
  • Handle inquiries from Budget and Council staff regarding rates, budget and revenue.
  • Manage the response and resolution of customer service issues, complaints, and inquiries.
  • Manage Employee Transportation Plans (ETP) for King County parking facilities.
  • Document damage to building or vehicles, and request maintenance services for the buildings operated.
  • Coordinate security concerns with the Building Services FMD Security Management Section and Building Operations; ensure garages are well maintained and operated.
  • Develop and implement communication strategies and building updates and conduct monthly operations meetings with garage operators.
  • Coordinate with Fleet Administration regarding motor pool and county cars parked at the site.
  • Coordinate with Electric Vehicle Charging Vendors or other companies that provide services in King County garages.
  • Recommend parking equipment and parking accounting system upgrades.
  • Make process improvements related to garage access and garage payment methods.
  • Troubleshoot issues related to department-paid parking, bargaining unit contracts, and parking.
  • Serve as backup for PAS staff on legislation and staff moves.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Effective time management skills and practices maintaining a high level of productivity.
  • Demonstrated knowledge of the parking industry and how parking facilities are managed.
  • Demonstrated knowledge of project management principles.
  • Experience and demonstrated ability to work tactfully, courteously, and effectively with diverse groups of individuals.
  • Recent experience in managing multiple projects simultaneously ensuring delivery within scope, schedule, and budget using current technology to manage and report.
  • Adept at independently learning new technology with intermediate-level skills in Microsoft Excel, Word, Outlook, and Project and working in open office environments and from remote locations.
  • Experience with operating and managing parking equipment and parking systems.

ADDITIONAL POSITION INFORMATION

This position is exempt under the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical workweek is 40 hours, 8:00 a.m. - 5:00 p.m., Monday - Friday. This position is not represented.


TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021.  
 
Employees will be provided with a County issued laptop  and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
