Summary

SUMMARY:
Public Health - Seattle & King County (PHSKC) is seeking to fill one TLT/Special Duty Educator Consultant II position to support the Healthcare Associated Infections (HAI) program within the Communicable Disease Epidemiology and Immunization Section (CD-Imms).

This position is anticipated to last through July 2024 with possibility of extension.

This is a new position that will report to the HAI ICAR Project Program Manager (PPM III) manager within the CD-Imms Investigations, Outbreak, and Response Team and work collaboratively with the Section's other Program Leads, Managers, Analytics and Informatics Team, Immunization Team, and Administration Team. This position will support expansion of the PHSKC HAI program to establish an HAI Center of Excellence in partnership with Washington Department of Health (WA DOH) and the Centers for Disease Control and Prevention (CDC).

This position will be responsible for planning and implementing a training program to build public health staff skills and expertise in best practices in HAI prevention, investigation, and response strategies, including how to conduct infection control and response assessments (ICARs) and effectively address findings with health care partners. Additionally, this position will identify gaps in infection prevention and control (IPC) trainings within the healthcare system and create educational materials and provide trainings to address the IPC gaps. This is a dynamic team, and the activities and responsibilities may shift over time.

Job Duties

The Educator Consultant will have the following job duties:
  • Conduct organizational needs assessments of partner organizations (e.g., healthcare facilities and healthcare associations affiliated with long-term care facilities, dental facilities, and hospitals) to periodically assess education, training and technical assistance needs
  • In collaboration with HAI Training ICAR PPM III, develop a training program for infection prevention and control targeted at public health staff
  • Lead the development of HAI trainings, tools and guidance for healthcare providers
  • Gather, summarize and integrate research findings and clinical recommendations on HAI to ensure accuracy and relevance of trainings and educational materials
  • Utilize available data sources to assess and monitor King County HAI trends to inform training activities
  • Assist in the development and review of HAI public-facing materials (website, dashboards, fact sheets, etc.)
  • Engage and seek input from impacted communities to develop and enhance strategies, trainings, and tools that advance equity and social justice
  • Coordinate delivery of the training program to internal and external public health and healthcare system partners
  • Participate and present in educational webinars and other outreach activities with healthcare partners
  • Collaborate with healthcare systems at all levels to identify gaps in infection prevention trainings
  • Collaborate and/or lead educational sessions with external partners in a variety of healthcare settings
  • Coordinate with the HAI Branch Manager to evaluate the success of implemented trainings
  • Conduct site visits and in-person outreach to evaluate adherence to HAI recommendations, and use information gathered from site visits to assess and address training needs
  • In collaboration with other CD-Imms Section members, communicate pertinent information to Public Health leadership, colleagues, partners, and the public
  • Represent Public Health with internal and external partners, including community stakeholders, and state and federal agencies
  • Ensure grant deliverables are met and submitted to WA DOH by established deadlines
  • Develop community partnerships with infection prevention leaders in the community
  • Support distribution of training materials to other LHJs and WA DOH as requested
  • Participate in appropriate outbreak response activities with internal and external partners
  • Support public health emergency preparedness and response activities
  • Perform other duties as assigned
Experience, Qualifications, Knowledge, Skills

REQUIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
  • Background in public health, health education, nursing, health services, clinical or related fields
  • Experience creating curriculum and delivering trainings to a range of adult learners
  • Experience with infection prevention and control in healthcare or community settings
  • Experience conducting needs assessments to identify gaps in programmatic or training activities
  • Experience interpreting research findings, clinical recommendations, and data
  • Experience evaluating the success of implemented trainings
  • Skill in establishing and maintaining effective working relationships with others, including working as part of a multidisciplinary team
  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy, systems and environment-based inequities on marginalized communities and populations
  • Demonstrated ability to learn and comprehend new and complex bodies of knowledge efficiently
  • Proficient written, oral, and interpersonal communication skills
  • Demonstrated ability to work well on a team
  • Demonstrated ability to carry out assignments and responsibilities reliably in a thorough, accurate and timely manner
  • Ability to work independently with minimal direction
  • Excellent problem-solving skills
  • Ability to work well under pressure with multiple competing priorities and deadlines
  • Strong attention to detail
  • Fluency in Microsoft Office applications (Outlook, Word and Excel)
  • Valid WA State Driver's License or ability to travel between work location (home or Chinook) to healthcare sites.
Desired Qualifications
  • Certification in Infection Prevention and Control (CIC) or willingness to obtain certification within one year of hire.
  • Experience developing trainings for infection prevention and control, ideally targeted at public health staff or healthcare providers
  • Certified Health Education Specialist
  • Experience with interpreting guidance and adapting CDC, WA DOH and PHSKC guidance in various settings.
  • Bilingual and/or bicultural

Work Schedule:
The individual selected for this position will 40 hours week, Monday-Friday (typically 8am to 5pm) with some additional nights/weekends. This position is FLSA Non-Exempt and is eligible for overtime.

Work Location:

The home base for this position is the Chinook Building, 401 5th Ave, Seattle, WA 98104.

The work associated with this position will be hybrid which will include a combination of teleworking, onsite work (Chinook Building) and field work. The field work will include on-site visits to healthcare and long-term care facilities. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations .
