Summary

 

Metro is seeking an Electrification Program Manager (Strategic Planning Manager I) for the General Manager’s Office. The Electrification Program Manager will coordinate and strategize the zero-emissions work across the agency, ensuring that Metro’s efforts are successfully implemented. The Electrification Program Manager will report directly to the Deputy General Manager of Metro and work in partnership with employees, colleagues, King County agencies, and other affected parties. The position will coordinate with professional and technical staff throughout Metro.
 
King County Metro Transit has ambitious goals to continue transitioning to electrify its fleets by 2035; 100% of Metro buses will be zero-emission by then. The electrification program’s success is fundamental to meeting Metro and King County’s Strategic Climate Action Plan (SCAP) goals while continuing to provide reliable mobility services to the public. Metro’s goals are to transition the approximately 1,400 fixed-route bus fleet from 16% zero emissions to 100% between 2022 and 2035 and to transition a similar number of light- and medium-duty vehicles such as rideshare vans, non-revenue vehicles, and the ADA paratransit fleet to meet earlier targets. Converting our fleets will require significant investments in infrastructure, replacement of our entire fleet, and revisions to aspects of nearly all of Metro’s operational activities.  

Our ideal candidate is a dedicated people and program leader with experience leading, managing, and directing teams to successfully achieve agency-wide business goals. The successful candidate will have experience with highly visible and politically sensitive strategic initiatives and special projects, and a proven/demonstrated ability to implement equity and social justice principles into all aspects of their work.  


Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the Electrification Program Manager, you will:  

  • Lead the development and implementation of Metro’s electrification strategic plan with direction and collaboration from employees, colleagues, Metro and King County leadership, and other internal and external parties.
  • Identify and recommend policy direction to Metro and King County leadership necessary for the successful development, implementation, and administration of Metro’s electrification strategy.
  • Manage Metro’s electrification program across the department and ensure activities undertaken by this initiative are managed responsibly and comply with all relevant laws, regulations, and County policies.
  • Develop department electrification program objectives timeframes, deliverables, and assessment criteria. Report on project status, budget, schedules, and other issues.
  • Facilitate the development of Metro’s electrification budget and forecasting and identify and recommend financial improvement opportunities for existing practices, new initiatives, or projects to meet organizational commitments.
  • Develop strategies to improve operational efficiency and/or performance, including overseeing the development of operational and service plans which identify future operational resource requirements to ensure performance targets are met. Ensure a consistent agency-wide approach to operational planning.
  • Establish partnerships across Metro and the County to define, develop, manage and drive the execution of Metro's electrification program based on business and customer needs.
  • Partner with Metro’s Partnerships and Engagement section to engage regional partners, such as utilities, local, state, and federal jurisdictions, elected officials, and the community in key programmatic decisions and work planning to advance the electrification strategic plan.
  • Participate as a core leadership team member and ensure consistency of electrification activities with Metro’s mission and goals; develop annual objectives, work priorities, and work plans.  
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • 5 years of demonstrated experience in complex program management, continuously staying up to date with techniques and principles 
  • Demonstrated ability to lead a cross-functional team to implement an agency-wide initiative
  • Skills in supervising and/or leading multidisciplinary staff. Demonstrated ability to influence, lead and coach cross-functional teams and champion new concepts and ideas
  • Knowledge of strategic business planning techniques, principles, and practices
  • Knowledge and skill in financial planning and quantitative performance analysis for a public agency with multiple and diverse services
  • Knowledge of automated data analysis methods, models, and systems
  • Skill in synthesizing information and making recommendations within and outside of established policies and procedures
  • Leadership courage and the ability to identify and take steps necessary to ensure that all in the Metro employee community have equitable opportunities to reach their full potential
  • Skill in making timely and quality decisions
  • Experience prioritizing work in complex operational environments.
  • Ability to communicate effectively in person and in writing
  • Skill in working effectively with diverse individuals and populations
  • Ability to drive or facilitate action in ambiguous and complex environments.
  • Ability to work on a number of projects/tasks simultaneously

Supplemental Information

Duration

This Term-Limited-Temporary (TLT)/ Special Duty Assignment (SDA) position is anticipated to be a term of five total years in duration.  
  • TLT: Open to the public and all King County employees 
  • SDA: Open to current King County career service or appointed employees who have passed their initial probationary period. 
 This recruitment may be used to create an eligibility pool to fill future career service, TLT and/or SDA vacancies that may occur within the next 12 months or at the discretion of the hiring manager.

Work Schedule

Teleworking Requirement
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
