THIS POSTING IS RECRUITING FOR TWO POSITIONS: ONE (1) CAREER SERVICE AND ONE (1) TERM-LIMITED TEMPORARY (TLT).



The Care Authorizer's responsibilities focus on Substance Use Disorder (SUD) residential authorizations and utilization management for the Behavioral Health Administrative Service Organization (BH-ASO). This position includes care coordination and utilization management. Authorization determinations are made in concert with the treatment provider via telephone, e-mail, and facsimile.

WORK SCHEDULE/CONDITIONS: We are recruiting for two positions, one (1) career service and one (1) Special Duty Assignment (SDA) or Term-Limited Temporary. The Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position is anticipated to end December 31, 2024, but subject to change dependent on operational need. Both positions are scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm, and both positions meet the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. These positions are not represented by a union.

MISSION CRITICAL POSITION STATUS: These positions have been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with these positions will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
  • Authorize SUD residential or withdrawal management benefits for persons with intensive needs, using King County established protocols.
  • Participate in the authorization of other behavioral health benefits for persons that require extended or intensive outpatient services or other community supports.
  • Participate in case management rounds with managed care organizations.
  • Provide clinical consultation and technical assistance to clients, providers and the community when needed.
  • Participate in multidisciplinary, intersystem care coordination teams as needed to develop cross-system intervention plans.
  • Participate in utilization management and quality management activities to assure that resources are used appropriately and efficiently.
  • Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • At least 3 years of experience providing clinical SUD services.
  • Substance Use Disorder Professional (SUDP) as defined by Washington Administrative Code 246-811-010 and Revised Code of Washington 18.205.
  • Knowledge of and experience working with culturally diverse populations.
  • Knowledge of behavioral health recovery principles and practices.
  • Excellent interpersonal skills.
  • Ability to manage multiple tasks simultaneously.
  • Working knowledge of Microsoft Office, e-mail and the internet.
  • Valid Washington State Driver's License and the ability to travel throughout the county in a timely manner.
DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
  • Knowledge of and experience with clinical services provided through King County contracted behavioral health agencies.
  • Experience working with King County SUD providers.
  • Dually certified as SUDP and Qualified Mental Health Professional as defined by Washington Administrative Code 388-865-0150 and 0260 with current licensure as a social worker, therapist, psychiatric nurse and/or registered counselor.
  • At least 1 year of recent experience authorizing services in a behavioral health managed care plan.
  • Experience working with persons that have co-occurring mental illness and substance use disorders.
  • Knowledge of and experience with application of managed care principles.
  • A graduate degree in social science, social work, psychology, or in a related health care profession (e.g., psychiatric nursing).
