Truckee-Carson Irrigation District seeks a Mapping and Water Right Specialist Experience in AutoCAD, ARCGIS Pro, and proficiency in Microsoft Office. Research and maintain District records pertaining to mapping and water rights. Possess a valid driver's license. EOE. Salary DOE.

SUMMARY:

Compiles and maintains District records pertaining to mapping and water rights.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.

• Uses a combination of AutoCAD and Geographic Information System Pro (ARCGIS Pro) to:

o Prepare temporary water right transfer applications and maps to be filed with the State Engineer’s office. Verify ownership and update maps as transfers are permitted

o Prepare proof of beneficial use maps and applications to be filed with the State Engineer’s office

o Process water right permits and maintain the geographic location and tabular details for permanent and temporary transfers

o Maintain water right status within the District boundaries

o Process preliminary geospatial review relating to federal regulations governing water usage

o Balance water rights and determine location of water rights

o Process parcel splits and boundary line adjustments

o Prepare water right deeds and maps to accompany deeds

o Update field maps

o Assist with tax roll for Churchill and Lyon County based on geospatial database

• Research water rights records, ownership and contracts

• Work with Bureau of Reclamation personnel in reviewing non-water righted parcels

• Prepare reports of conveyance

• Review parcel maps, boundary line adjustments and easements

• Respond to requests from the public and other governmental agencies and communicates findings with requester

• Provide plot maps upon request

• Research easements and irrigation facilities performing field work if necessary

• Take water orders during irrigation season

• Files correspondence and other records

• Assist with answering phones

• Assist with pump permits

• Assist with election process

• Proficiently operate Word, Excel and Access

• Operates computer and other office machines including copier, fax, plotter, etc.

• Follows established policies and procedures

Mobility to work in an office setting and use of office equipment; stamina to sit for extended periods of time; strength and agility to lift and carry up to 20 pounds; vision to read printed materials and computer screen and hearing and speech to communicate over the telephone and in person.
