GENERAL DESCRIPTION

Performs responsible work by the safe operation of several types of heavy or special purpose motorized equipment used by the County. The MEO III also services and makes minor repairs to the equipment and performs various manual tasks when not operating the equipment. This class differs from that of a MEO II as the employee must have a higher level of skill and knowledge in order to operate more complicated pieces of heavy motor equipment. Mostly operates a backhoe, loader, and grader to execute park projects, and operates 3 point hitch tractors and implements to disperse agricultural products for the care of athletic fields and facilities. Because the operation of the motorized equipment and the job duties are more complex, an employee in this class must be thoroughly familiar with safety rules and regulations concerning equipment operation and OSHA safety regulations. A person in this position would be expected to make adjustments to equipment in order to properly perform assignments. The employee may lead staff in the absence of the foreman that is normally in charge.

ESSENTIAL JOB FUNCTIONS

  • Operates heavy trucks, dump trucks, excavator, track loader, backhoe, and grader.  When not operating heavy equipment, operates tractors and lighter motorized equipment.
  • Adjusts agricultural equipment and implements to properly apply seeds, fertilizers, and chemicals at the directed rates to maintain cool season and warm season grasses.
  • Operates mowing tractors, trimmers, and other turf equipment as required.
  • Performs basic maintenance checks on equipment, vehicles, and trailers.  Makes minor repairs, cleans and properly secures equipment.
  • Assists in the supervision of full time and temporary employees, and the Inmate Crew.
  • Provides information to foreman or other supervisor about employee performance.
  • Supervises and/or performs restoration of construction projects including, but not limited to, grading, planting trees, shrubs, seeding, and constructing fences.
  • Makes recommendations of material needs for projects and annual budget preparations.  
  • Enforces proper safety procedures.
  • Reads site plans, construction drawings, and performs basic surveying for the construction of small projects, drain lines, open ditches, stack block walls, and other improvements.
  • Subject to twenty-four hour call and works varied shifts as assigned.  Supports the county snow removal operation for county maintained sites, and works with the Parks Department when responding to county wide situations and emergencies.
  • Performs rough and finished carpentry, masonry, installs stack block walls, and concrete.

REQUIREMENTS/PREFERENCES

Education
Required: High school diploma or equivalent.
 
Experience
Required: Two (2) or more years’ experience in the operation of motorized equipment, at the level of a MEO II and some lead worker and/or supervisory experience over parks maintenance operations or similar work.
Preferred: Experience involving heavy-duty special purpose equipment directly related to parks maintenance and construction.
 
Certifications/ Licenses
 
Required: Class A Commercial Driver’s license with air brake certification and good driving record. Must be able to obtain a Pesticide Applicator License within the first six months of employment.
 
Knowledge, Skills and Abilities
 
 
 
·         Thorough knowledge of the principles and practices of safety operating and servicing heavy construction and maintenance equipment, such as heavy duty trucks, excavator, track loader and backhoes
·         Thorough knowledge of VDOT safety and traffic rules and regulations; Ability to operate several types of heavy equipment
·         Ability to service and perform minor repairs to equipment
·         Ability to supervise and train people, as well as, effectively work with the public
·         Must be in good physical condition and able to perform heavy manual labor
·         Ability to maintain routine records
 
Additional Requirements
Must pass a qualifications test. Subject to a complete criminal history background search with acceptable results. May be subject to DMV driving record review as required by amount of work related driving, specified by support responsibilities. Following a conditional offer of employment, must pass a post offer physical examination. Must be able to perform the job as described in the Physical and Environmental Demands section of this job description.
