Summary

The Office of Equity and Community Partnerships in the Director’s Office, Public Health-Seattle & King County (PHSKC), is seeking a Community Partnerships Manager (Project/Program Manager IV) who will bring their lived experiences as well as their technical expertise to develop a coordinated community engagement strategy for the department. PHSKC is engaged in creating and supporting the systems, tools, and staff capacity so Public Health can authentically, effectively, and sustainably partner with communities in order to advance community-centered strategies to address the social determinants of health and inequities.
 
The Community Partnerships Manager will work closely with OECP staff and members of the department’s Community Engagers Team to facilitate this effort as well as to assure that it is aligned with the County’s declaration of Racism as a Public Health Crisis and Equity and Social Justice Strategic Plan. This role is looking for candidates skilled and passionate about amplifying Black and Indigenous voices, with a deep understanding of how institutional racism adversely impacts these communities. The position will be a member of the Office of Equity and Community Partnerships and will report to the Director of the Office and will be supported by shared administrative staff.

Job Duties

  • Facilitate and coordinate an intradepartmental collaborative of community engagement practitioners to share best practices and community situational awareness.
  • Promote and amplify Black and Indigenous perspectives in coordinated community engagement strategy for the department.
  • Establish and manage relationships with community leaders and partners in King County.
  • Facilitate regular community meetings to foster relationship building and partnerships. This includes strengthening relationships with partners, identifying and addressing improvements to working together to authentically support community in their work to improve health through equitable access to resources as well as policy and system change.
  • Provide PHSKC teams with on-going tailored support, technical assistance and training for community engagement practices, tools and policies.
  • Play a leadership role with community engagement effort when the initiative is department-wide, and support programs in community engagement for program-specific activities. 
  • The position will work with the finance, contracting, compliance, administrative, and other department staff for funding related to community engagement strategies. 
  • Coordinate a clearinghouse for community engagement best practices. 
  • Promote and facilitate communication between the office, public health department, other King County departments, community agencies, associations, and the public.

  • Ongoing commitment to learning, understanding, and effective application of anti-racist and equity practices when working with Black, Indigenous, and People of Color communities, as well as LGBTQ, immigrant/refugee and disability communities. 
  • Experience implementing health equity, and/or social determinants of health focused policies, programs, or initiatives; working in community organizations or public health programs.
  • A well-developed understanding of anti-racism/equity and social justice principles and experience leading teams and/or implementing policies that integrate equity and social justice as well as community-centered approaches into program design and policy change. 
  • Demonstrated experience identifying system gaps and developing strategies for collective impact.
  • Skill in group decision making, including facilitation and negotiation skills.
  • Demonstrated ability to solve problems and manage conflict.
  • Ability to work well independently and as a member of a highly integrated and diverse team.
  • Strong presentation skills.
  • Strong oral and written communication skills.
  • Experience in budgeting, planning, project management, and quality improvement.
  • Demonstrated ability use Microsoft Office applications, in particular Teams, Word and Excel.    
Desired Qualifications 
  • Demonstrated knowledge of and expertise in principles and processes of public health, health equity and social determinants of health related to identified population needs.
  • Demonstrated experience in successfully leading community engagement strategy that centers Black and Indigenous perspectives. 
  • Demonstrated knowledge of population health issues affecting King County, including the role of structural racism in exacerbating and perpetuating health inequities.    
  • Ability to read, speak and/or write in a language identified in King County’s Top Languages Rankings.
