Payroll Specialist I Job #37

Full time opening in Administration - Finance.

Purpose:

This position is responsible for preparing and processing payroll for all hourly and salaried employees in a multi-union environment at the Spokane Regional Health District. Maintains the Health District’s payroll records. Audits time sheets to ensure payroll administration is in compliance with union labor agreements, legal requirements, policies, and retirement regulations. Works with employees, managers and Human Resources to identify and resolve payroll discrepancies and/or compliance issues. Administers the interface of payroll information with various systems. Assists with annual audits. Complies with HIPAA and SRHD confidentiality requirements.

Payroll Preparation:

  • Performs complex payroll duties involved in the preparation of timely and accurate processing of SRHD’s payroll.
  • Reviews employee Personnel Action forms from Human Resources for accuracy and clarity of instructions.
  • Coordinates with Human Resources for maintenance of employee master file information to ensure proper documentation. Ensures proper pay rates and that individual payroll changes are received and entered into the system to ensure the accuracy of individual paychecks.

Payroll Audit:

  • Verifies time sheet information to ensure accuracy and compliance to appropriate labor agreements, legal requirements, policies and retirement regulations. Coordinates corrections with the employee and his/her manager.
  • Generates/edits reports and reconciles to control sheets for verification of completed payroll data including calculation of wages, overtime, benefits, deductions, wage garnishments, withholding, and workers compensation time loss payments.

Payroll Processing/Review:

  • Generates final reports, initiates the payroll warrant procedure and distributes/mails payroll warrants and advices; audits and posts the final payroll to Dynamics GP.
  • Ensures that federal, social security contributions as well as contributions to employee benefit programs and other deductions are withheld from employee’s paychecks.
  • Administers interface of payroll information with NovaTime, Dynamics GP and Access database.

Payroll Troubleshooting and Maintenance:

  • Maintains tables, calendars, and employee payroll deductions in Dynamics GP and NovaTime. Maintains PayCode Map and processes direct deposit adds/changes in SharePoint.
  • Ensures payroll system maintenance on Dynamics GP and NovaTime.
  • Assists in troubleshooting and problem-solving operation and implementation of updates/modifications in NovaTime and Dynamics GP. 

Payroll Education and Communication:

  • Communicates and coordinates payroll issues with Human Resources, including providing reports as requested.
  • Answers inquiries from individuals concerning payroll data; resolves general problems of payroll processing.
  • Assists in the training of personnel on NovaTime.
  • Informs Senior Payroll Specialist/management of potential agency payroll issues/concerns.
  • Assists, supports, and backs-up Senior Payroll Specialist.

Other Duties:

  • Complies with HIPAA confidentiality requirements.
  • Performs other duties as assigned.
  • Assists with annual audits and retrieval of reports/records.

Required Education/Experience:

  • A Bachelor’s degree with a concentration in business.
  • Two years directly related experience in payroll.

Knowledge, Skills and Abilities:

  • Knowledge of Federal and State payroll laws.
  • Knowledge of theory and principles of accounting.
  • Intermediate to advanced skills in Excel and Access.
  • Ability to quickly learn and adequately utilize SRHD software applications.
  • Must have strong attention to detail.
  • Ability to develop and maintain cooperative and effective working relationships.
  • Ability to communicate clearly and concisely.
  • Ability to establish and meet deadlines, and to develop alternative solutions.
  • Ability to review, interpret and understand SRHD’s policies, labor agreements, and other related payroll documents.
  • Ability to perform computations quickly and accurately.
  • Experience working with software system conversions preferred.
  • Experience working with Dynamics GP a plus.

  • Indoors, sedentary with 8 hours/day sitting or standing.
  • 8 hours/day keyboarding or typing at a computer terminal.
