The Public Health Preparedness Section is responsible for the mitigation, preparedness, response, and recovery activities of Emergency Support Function 8 – Health, Medical, and Mortuary Services for King County. The duration of this role is expected to last 12 months from date of hire. 

The Medical Countermeasures Program Manager provides a range of leadership and planning services to the Public Health Preparedness Program and its partners to enhance the King County's readiness to distribute and dispense emergency medications to residents within as part of a coordinated response effort. Under the supervision of the department's Response Planning and Partnerships Manager, this position will work independently and with other project leads to plan for large-scale medical countermeasures operations. Management of the Medical Countermeasures Program requires expert level knowledge of the complexities surrounding distributing and dispensing emergency medications as well as multi-disciplinary coordination across contracting, budgeting, procurement, inventory management, and IT systems.

Work Schedule: This regular work schedule is Monday through Friday, 8am - 5pm and 40 hours per week. However, after hours, weekend work, and overtime will be required. This role is FLSA non-exempt and is eligible for overtime.

Job Duties

  • Serve as Region 6 (King County) Strategic National Stockpile (SNS) Coordinator, a role required by the Washington State Department of Health (DOH). Participate in regular SNS planning discussions, share best practices, and collectively problem solve issues related to SNS planning in Washington State. Produce deliverables for the DOH Consolidated Contract.
  • Contribute to Public Health's Operational Readiness Review (ORR) process, an annual program evaluation conducted by the CDC in partnership with DOH. Draft, gather and analyze documentation demonstrating compliance with program requirements. Recommend changes to improve program compliance and alignment with national trends and best practices.
  • Develop and enter into agreements with community-based organizations, businesses, government agencies, and others to distribute and dispense emergency medications to communities in the event of a pandemic, bioterrorist attack, or other emergency. Provide technical assistance to organizations desiring to enter into these agreements. Respond to inquiries from interested partners.
  • Engage pharmacies, hospitals, and other healthcare partners to foster integration of medical countermeasure planning and response operations. Create marketing and communication tools to promote continued readiness, participation, and partnerships. Develop partnerships that enhance Public Health's ability to mitigate health disparities prior to and during an emergency.
  • Write and maintain King County's Medical Countermeasures Response Plan. Develop and deliver trainings to educate partners on plan roles and responsibilities. Coordinate an external review and approval process for the plan. Integrate equity and social justice into response plans and include community members and organizations in the planning process.
  • Lead work teams chartered to plan and implement medical countermeasures drills and exercises. Develop and manage detailed, time-sensitive group work plans.
  • Manage emergency response activities within the Operations Section of Health and Medical Area Command.

Experience, Qualifications, Knowledge, Skills

  • Commitment to ensuring response strategies are inclusive, accessible, and culturally appropriate
  • Demonstrated proficiency with Microsoft Office 365 products (e.g., Teams, OneNote, OneDrive, and SharePoint, Skype) to complete daily tasks
