Overview and Minimum Class Requirements

Completion of a two-year course in instrument repair or related field above high school level.  Requires two years of progressively responsible experience working with SCADA/HMI systems in a process industry, preferable water or wastewater treatment.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES: 

Must possess and maintain a valid Washington State Driver's License.  Requires a Washington State Electrician License. Electrician license must include certification for industrial level up to 600 volt; a Washington State Electrician's License (EL06) is required.  A Washington State EL07 electrician license or equivalent industrial electrician license is preferred.
 

Job Summary

Under limited supervision, the Wastewater Treatment Plant SCADA/Telemetry Maintenance Technician is responsible for the design, implementation, programming, maintenance and troubleshooting of Supervisory Control and Data Acquisition (SCADA) and telemetry for the City's wastewater and stormwater systems.  Work involves broad skills related to industrial process equipment and systems.  The duties include daily administration, maintenance and troubleshooting of SCADA and telemetry systems; design, setup, and maintenance of automated systems; programming, maintenance, and documentation on all Programmable Logic Controllers (PLCs), Human-Machine Interfaces (HMIs), and system integration; troubleshooting field devices; advising supervisor, engineering, and system operators of the control system status, needs and requirements; assisting in the development and implementation of the preventative maintenance program; maintaining computerized databases and other associated records; evaluating and recommending materials and parts; and performing related technical maintenance tasks.

Essential Functions

Design, implement, update, debug and maintain programming in SCADA, HMIs and process control systems for wastewater and industrial wastewater.

Design, implement, and maintain City telemetry systems, including radio modems, antennas, WiFi, and related equipment.

Participate with engineers, operators, maintenance staff, and contractors in the design of instrumentation and control systems for new and existing systems. 

Maintain PLCs and provide system integration for the various SCADA components.

Participate in the development and updating of standards and specifications for SCADA-related equipment including software.

Troubleshoot, prioritize, coordinate, schedule, and resolve SCADA, telemetry, and field device systems with other division staff members.

Maintain a SCADA and Telemetry disaster recovery program and assist in determining priorities related to equipment failure and process downtime.

Assist in the development and implementation of a preventative maintenance program and perform routine preventative maintenance on equipment related to a wastewater treatment plant and a collection system.  Advise operations and maintenance personnel on all field devices.

Maintain a computerized maintenance database including inventories for equipment, tools, materials, and spare parts; work orders; preventative and corrective maintenance systems, measures, and requirements; equipment specifications and operation evaluations; and work histories.

Study new materials, methods and applications of SCADA, telemetry, and related systems to keep abreast of modern developments.

May train and provide general direction to other employees who are assigned corrective and preventative maintenance procedures; organize and coordinate work schedules; determine materials and equipment requirements.

Build, debug and administer database systems and program interfaces; create special reports.

Independently create SCADA, HMI, and PLC programs, based on concepts and control strategies related to City of Yakima Wastewater Facilities.

Interpret complex technical instrument, electronic, and building blueprints, drawings, manuals, and documents.

Develop instrumentation and control systems documentation including design drawings and specifications.

Troubleshoot wastewater control systems, equipment, and instrumentation.

Use and operate all tools and equipment associated with diagnostic, corrective, and preventive maintenance activities in an industrial process setting.

Use computer terminals and various software programs standard to the wastewater unit; perform off-line upgrades to PLCs.

Communicate technical information clearly and concisely through oral and written reports.

Establish and maintain cooperative and effective working relationships with co-workers, supervisors, other city staff, and the public.

Work safely and in compliance with the federal, state and local regulations, laws, policies and standards.

Respond to emergency calls, diverse work shifts, and weekend and holiday work.  May work as a team member or alone.

Requires regular and reliable attendance.

Performs other related duties as assigned.

Major Worker Characteristics

Must possess Knowledge of:

  • Instrumentation and control, SCADA, HMI systems, PLC programming, and field devices.
  • Industry standard communication protocols for SCADA, telemetry and Ethernet networking in a fully routed environment, virtual private network (VPN) connectivity, and basic network security.
  • Wireless Ethernet telemetry systems including radio modems, antennas, and related equipment.
  • Wastewater treatment operations, facilities, processes and equipment.
  • The methods, materials, and techniques commonly used in the maintenance, repair, and operation of electro/mechanical and instrumentation equipment and systems associated with industrial process control of wastewater treatment plants and pump stations.
  • Variable frequency drivea (VFD), motor starters, and solid state soft starts.
  • Alternating current (A/C) and direct current (D/C) power, control and signal circuitry with emphasis on process measurement and instrumentation.
  • Computer operations and the concepts of operating systems utilities.
  • The occupational hazards and necessary safety precautions applicable to electro/mechanical maintenance and repair.

Must have Ability to:

  • Communication skills, both written and oral with appropriate use of business English including correct grammar, letter composition, spelling, punctuation and mathematical skills; mathematical skills; filing and records systems.  Proficient knowledge of Microsoft Office Outlook and Word, with a working knowledge of Excel.
  • Must be able to effectively work in a team based approach to problem-solving and solution implementation. 
PHYSICAL DEMANDS:

Work is performed outside in all weather extremes and may be exposed to water, mud, dust, smoke, asbestos cement pipe, noxious odors, fumes, or chemicals, raw sewage and/or traffic.  Continuous use of both hands in reaching/handling/ grasping/fingering while performing duties operating computers and other machinery.  May be required to lift  up to 50 pounds frequently, and up to 100 pounds occasionally with the assistance of others and/or mechanical devices. Operates heavy vehicles, equipment and machinery. Occasionally ascends/descends stairs, ladders, and inclines while maintaining balance. Physical strength and ability sufficient to perform heavy manual labor for extended periods. Frequent bending/twisting at knees/waist/neck while performing mechanical repairs, maintenance items and other duties as assigned. Occasional kneeling/crouching/crawling while making repairs in confined spaces and awkward positions. Must be able to wear safety harness and be lowered and raised with cable winch in confined spaces.  May work at heights, alone, with others, or in noisy work area.  May require continuous moving, sitting or standing for excessive periods of time. Continuous use of all senses including feeling/talking/hearing/seeing while performing duties and while communicating with co-workers, general public and completing all tasks as assigned. Must be able to distinguish color and maintain long-term and short-term memory. Will be required to wear safety protective gear when necessary. UNUSUAL WORKING CONDITIONS: 

Exposed to adverse weather conditions, confined spaces, raw sewage, toxic and combustible gas, other chemical hazards, and traffic.  May be required to lift objects weighing up to 100 pounds.  May be required to work evenings, weekends, and holidays.  Shifts may be subject to emergency call-out or standby.
