Summary

JOB SUMMARY: This two-year Special Duty position is responsible for performing full supervisory duties for the staff assigned to the Wastewater Treatment Division's Geographic Information System Work Group.  The selected person will also perform GIS technical analyses, data management and programming and will generate GIS products.
 
WHO MAY APPLY:  This position is open to qualified King County employees in the Wastewater Treatment Division. Wastewater Teamsters, Local 117 will have first consideration. 

WORK LOCATION: The primary work location will be at King Street Center, 201 South Jackson Street, Seattle, Washington, with some travel required to other WTD locations throughout King, Snohomish and Pierce Counties.

WORK SCHEDULE: This full-time, special duty assignment is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday.

Job Duties

The successful candidate will perform the following job duties:

  • Supervise staff assigned to the WTD GIS Work Group within the Planning, Inspection, Modeling, Monitoring, & Mapping Unit.
  • Assign work and oversee the review of the work of GIS staff.
  • Assign and direct the coordination and implementation of specialized work assignments involving database research, analysis and report preparation.
  • Plan, develop and administer the work group's budget.  Monitor and authorize expenditures and determine methods to meet program objectives within established budget requirements.
  • Develop and implement procedures to review work products including peer review, individual meetings or other methods to ensure quality control of work processes and products.
  • Develop and implement staff and section work plans, strategic planning/goals and metrics for the group, and promote the use of Lean concepts in collaboration with other supervisors and leads.  Monitor progress on the group's work assignments and determine methods to meet program objectives within schedule requirements.
  • Provide check-ins with individual staff and coordinate staff meetings to ensure regular communication is occurring.
  • Provide assistance to staff on administrative and technical issues; model excellent workplace behaviors and expectations and provide feedback to staff in these areas.
  • Identify and recommend training for GIS staff.
  • Write and communicate performance appraisals, recommend staffing actions (hiring, promotion, discipline, etc.), and participate in strategic discussions and decisions with other supervisors and managers.
  • Provide master level GIS expertise including developing methodology, structure and formats for use in GIS programming, databases and related software.
  • Provide master level GIS subject matter expertise on capital, operations and asset management projects and programs for WTD.
  • Work with staff to develop and prepare technical documentation to describe WTD GIS programs, databases and related software.

The ideal candidate will have the following required experiences, skills, knowledge, and abilities:  
  • Demonstrated experience working with minimal guidance where there may be ambiguity and established procedures and policies may not exist and must be developed.  Ability to identify issues needing management attention and input.
  • Strong interpersonal skills in dealing with King County staff at all levels in all phases of the work.
  • Managerial Courage; willingness to initiate difficult conversations with managers and staff in a tactful and productive manner.
  • Demonstrated technical competence in all aspects of the WTD GIS group's work with at least five years of experience in:
    • GIS technology, application development and programming, GIS design conceptualization and composition, production of cartographic and other spatial data displays, and data management.
  • Understanding of WTD's system, data, processes, programs, projects and organization.
  • Working knowledge of project management, and operational management techniques and principles.
  • Working knowledge of wastewater treatment infrastructure as implemented in the Wastewater Treatment Division.
  • Strong information technology knowledge, with particular emphasis on database, spreadsheet and geospatial software.
  • Ability to work with people of diverse backgrounds including staff throughout the division, external consultants, peer supervisors and upper management.
  • Must possess excellent oral and written communication skills, with a demonstrated ability to work with a variety of staff at different levels.
  • Ability to make tough decisions in a timely manner, sometimes with incomplete information and under tight deadlines and pressure.
  • Demonstrate exceptional skill in working collaboratively with co-workers, supervisors and manager(s) in handling difficult conversations.
  • Willingness and ability to lead in equity and social justice efforts including having difficult conversations.
  • Possess a self-awareness and awareness of, and understanding in, how biases, macro and micro aggressions lead to continued racial and social inequities.
  • Exemplify continuous improvement in conducting assigned work.

HIGHLY DESIRABLE:
  • Previous supervisory and/or lead experience.
  • Demonstrated ability to present complex information including graphs and charts to illustrate results of analyses and inform business decision.

License / Certification:
A Valid Washington State Driver's License; The successful candidate must submit a complete 5-year driving abstract.

Physical Requirements: 
Some physical skill and effort is required during site visits. Ability to traverse an active construction site. This position may require entry into operating wastewater facilities including confined spaces, live sewers, tanks, etc. This position may require climbing up and own maintenance hole ladders, extension ladders, and scaffolding to access the work.
