Overview

ATSS is looking for a MMAS Compliance Manager for a client in the Mobile, AL area.  
 
GENERAL FUNCTION:   This position will be responsible for assisting in the creation and maintenance of the Materials Management Accounting System (MMAS) compliance program. They will oversee the development, implementation, and updating of procedures and policies, and will ensure that policies and practices align with regulatory and contractual terms. This individual must have a solid understanding of Federal Acquisition Regulations (FAR), Contractor Purchasing System Review (CPSR) requirements, Material Management & Accounting (MMAS), and Government Property Management knowledge.

 

TYPICAL DUTIES:   The following statements are intended to describe the general nature and level of work being performed and are not to be construed as an exhaustive list of all responsibilities. 

 

Develop compliance plans to CPSR, MMAS, and Government Property Management requirements.  
Coordinate review of policies and procedures to assure that they are consistent with applicable controls, align with overall strategic business plans, and are not in conflict with other approved and active policies and procedures.  
Perform reviews and analysis of Contractor Business Systems (i.e. MMAS, CPSR, etc.) to ensure applicability to requirements of Defense Contract Audit Agency (DCAA) and other regulatory authorities are met.        
Perform risk assessments to identify areas of risk (non-compliance) and remediate. 
Identify training needs, and work with the Training Department and stakeholders to establish plans to provide training. 
Serve as Subject-Matter-Expert and point of contact for internal and external audits including DCAA, DCMA, etc. tied to MMAS, CPSR, and other procurement-related compliance.  
Manage allegations of non-compliance and any other disputes to ensure proper communication across various audit agencies and stakeholders.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES: 

 

Proven leadership abilities in the areas of Government Contract and corporate policy compliance
Fundamental knowledge of auditing techniques
Ability to manage procedures and processes
Strategic thinker able to drive success throughout the company
Strong organizational, communication, both oral and written and time management skills
Strong interpersonal skills with ability to effectively perform job duties both independently and in a team environment
 

EXPERIENCE & TRAINING: Bachelor’s degree in Business Management, Business Administration or another business-related field.  Master’s in Business Administration (MBA) is a plus.   Minimum of five (5) years’ experience in a Federal Government Contracting environment including FAR, DFARS, and CAS knowledge. At least three (3) years’ experience interacting with DCAA, DCMA, and/or Contracting Officers. Preferred understanding of Deltek, Primavera, and other Earned Value Management Systems and Program Management tools or any equivalent combination of experience and training which results in the required knowledge, skills and abilities. Proven ability in all aspects of internal and external regulation and policy compliance.
