The New York City Independent Budget Office, a nonpartisan city agency, is seeking an experienced budget and policy analyst to join our Housing, Environment, and Infrastructure team. The analyst will report on budgetary and policy implications related to programs and services conducted by the Department of Housing Preservation and Development, Department of Buildings, and New York City Housing Authority.

IBO's responsibility under the City Charter is to provide analyses and issue public reports on city budgetary and policy matters in order to enhance official and public understanding. The Housing and Buildings Analyst position offers a unique opportunity to study and inform public policy covering the topics of affordable housing, rent regulation, public housing, rental subsidies, and building and housing code enforcement.

Qualifications and Skills

Candidates should be analytic, demonstrate skills in quantitative research and rigorous policy analysis, and have the ability to write clearly about complicated research for a wide range of audiences.

Candidates should have experience using SAS or similar coding package to conduct quantitative analyses as well as a solid grounding in statistics and research methodologies. The analyst is expected to generate new and interesting lines of inquiry to contribute to broader current policy discussions and to represent IBO in answering ad hoc questions for government officials, advocates, and the press. They also should demonstrate an interest in and understanding of housing and real estate policy in New York City.

Candidates with knowledge of public finance and municipal budgeting are preferred. Commitment to impartial and independent research is essential, as is the ability to take initiative, handle multiple tasks, and meet deadlines.

A graduate degree in public administration, economics, urban planning or a related field, along with two to five years of experience, is preferred; equivalent work experience may substitute.

New York City residency is generally required within 90 days of appointment and you must remain a city resident for two years.
