Civilian Supervisor - Full Time (Fairview Heights Police Department)

The City of Fairview Heights Police Department is seeking applicants for a full time Civilian Supervisor. The Civilian Supervisor is a civilian position tasked with supervising Civilian Police Aides (CPA); management and oversight of detention facilities; management of all evidence related matters; oversight of the Records Division and assists investigations, patrol and administration with analysis of crime and other statistical reporting. 

This position is scheduled to work on average 40 hours per week, and the base salary associated with this position is $55,632.00.

ESSENTIAL JOB DUTIES (Essential functions including the following and the Physical Requirements listed below):
• Prepare audio-visual recording copies for patrol and other personnel for warrant reports, evidentiary purposes as well as recordings for detention facility and inmate incidents
• Supervise employees assigned as Civilian Police Aides (CPA), to include scheduling and training of all CPA personnel.
• Conduct hiring process for CPA personnel
• Represent department at career fairs and other events in order to recruit individuals for the CPA unit
• Prepare annual performance evaluations of personnel assigned to CPA Unit
• Management of the Detention Facility of the Police Department
• Establish and monitor jail protocols and procedures
• Provide oversight for processing and enforce guidelines to ensure documents related to detainees are accurate and complete
• Ensure proper supplies and food items are maintained for the care and feeding of detainees
• Prepare documents and reports related to activities of the Detention Facility
• Prepare monthly and quarterly jail reports to submit to the IL DOC
• Supervise employees assigned to the Records Unit of the Police Department
• Responsible for the efficient and safeguarding of all police records and associated records of the department
• Prepare false alarm report on a monthly basis
• Prepare Uniform Crime Reports (UCR)
• Prepare Traffic Enforcement statistics
• Complete annual performance reports for personnel assigned to the Records Unit
• Complete annual scheduling of personnel assigned to Records Unit
• Manage Evidence Unit of the Police Department
• Responsible for all evidence obtained and/or seized by the Police Department
• Provide for the proper intake of evidence
• Perform quality control assessments on property and evidence inventories
• Manage the receipt and disposal of evidence
• Create and maintain chain of custody records
• Prepare items for shipment in reference to evidence and/or property
• Perform and/or arrange for physical inventories of items held as evidence
• Deliver evidence for laboratory analysis or for use in court proceedings
• Testify in court in regard to chain of evidence issues
• Serve as primary point of contact for State Attorneys’ Office and other legal entities for evidence related matters for criminal proceedings
• Clear evidence and property for destruction or for auction
• Destroy hazardous materials, weapons, or narcotics
• Confirm amounts of impounded currency
• Prepare written documents, including quarterly and annual reports of activities and statistics regarding evidence management
• Interact and communicate with Police personnel, other City employees, and the community on a variety of issues to include crime related data, evidence/property disposition and other statistical reports and information
• Provide information to police, City administration, and City Council for decision-making purposes; present analysis and statistics in various internal and external forums; and participate and provide information to Police/City committees
• Develop statistical data resources to assist in proactive and targeted investigations, preventative enforcement and education, identification of theft patterns, trends and criminal organizations, and identification of known and repeat offenders
• Use computer databases, electronic spreadsheets, desktop publishing, word processing, and statistical applications to manipulate, analyze, and present data
• Respond to requests from the Chief of Police and Police Commanders to provide crime data and other statistical reports for meetings and briefings
• Prepare a variety of reports such as crime information and patrol bulletins, monthly and quarterly activity and crime stat summaries, department annual reports and specific statistical/research reports as needed
• Identify citywide spatial and temporal crime patterns and trends
• Responsible for the annual police department auction, to include preparation of items to be auctioned; collection/reconciliation of funds and transfer of funds
• Maintain equipment inventory assigned to the Emergency Management Agency
• Create and maintain budget control book for Emergency Management Agency
• Process payments and purchase orders related to Emergency Management Agency
• Research, compile and report racial profiling statistics annually

BASIC JOB QUALIFICATIONS
• Be at least 21 years old
• Possess an Associates’ degree in Criminal Justice, information technology or related field or any Bachelor’s Degree (in lieu of education requirements, may consider a minimum of 5 years of law enforcement related experience)
• Experience with the operation of a personal computer
• Experience with specific computer software, including word processing program, spreadsheet, and relational database programs
• Type at least 50 wpm without error
• Be able to pass background investigation
• Strong written and verbal communication skills
• Possess a valid driver’s license and be able to operate a motor vehicle
• Experience in supervision of others strongly preferred
• Experience scheduling 24/7 work schedules preferred
• Experience utilizing ITI/Omnigo or related CAD/RMS systems preferred
• Experience in management of evidence rooms/chain of custody documents utilizing Tracker or similar evidence related software program(s) strongly preferred

KNOWLEDGE, SKILLS, ABILITIES REQUIRED
• Ability to direct employees, lead and train subordinates and peers
• Ability to speak, hear, write, and communicate effectively, clearly, and efficiently
• Capable of reaching shelving up to 8 feet with use of a stepladder and filing cabinets up to five drawers
• Ability to plan and have strong organizational skills
• Capable of speaking to the public effectively
• Capable of handling stress and pressure, while completing work schedule
• Ability to read with comprehension, draw conclusions, and make evaluations
• Ability to establish and maintain effective working relationships with other city departments and agencies
• Ability to be objective and make decisions without outside influences
• Ability to move around Police Department and City Hall easily for copying, gathering information, and attending meetings
• Ability to understand and follow oral and written instructions
• Ability to think clearly, and in accordance with the city, state, and federal laws
• Ability to write and compose letters effectively and fluently
• Advanced bookkeeping, spreadsheet, and database management skills are required
• Knowledge of records management system
• Knowledge of computers and networked computer systems

WORKING CONDITIONS
Work is typically performed in an office and detention center environment.

The employee in this position is subject to temporary or extended special or functional assignments within the law enforcement agency that, while not inconsistent with the basic duties and responsibilities described above, can involve additional duties and responsibilities.

PHYSICAL REQUIREMENTS
• Capable of using office machines, including networked computers, copiers, fax machines, bar code scanners and calculators
• Ability to lift/ lower boxes of material weighing up to 25 pounds onto shelving
• Ability to handle stress, incoming complaints, and incoming calls
• Ability to lift, squat, bend to gather items from the storage units
• Capable of loading paper into copiers and changing toner ink
• Position requires manual dexterity and flexibility to use a keyboard, calculator, bar code scanner, and telephone
• While performing the duties of this job, the employee is regularly required to walk, stand, stoop, or sit at a desk for prolonged periods.
• The employee must occasionally exert or lift up to 25 pounds.
• Successful performance requires specific vision abilities that include close vision.
