Job Summary

Please note, this position is with the Office of the Chancellor at the PA State System of Higher Ed, not Kutztown University.  KUHR is only providing HR administration for this search.

This position is remote, but occasional travel for training and meetings may be required, so the successful candidate will be a resident of Pennsylvania.

This position provides professional leadership within the Strategic Sourcing Team for Procurement Shared Services and universities in the development of strategic solicitations and contracts.  

  • Provides analysis of market dynamics.
  • Provides recommendations as to policies and procedures. Leads formal supplier negotiations, development and coordination of higher-level multi-university or System-level complex contracts, cost reduction plans, and troubleshooting of issues relating to complex procurement.  
  • Advises in supply chain management, sourcing, contract management, and improved procurement strategies and methods.
  • Responsible for leading and administering strategic procurement activities including development and implementation of the sourcing strategies, development of statements of work, and management of all procurement activities.
  • Analyzes procurement strategies and polices to meet objectives for service delivery and cost efficiency and provides consultation in development, evaluation, and implementation of commodity plans and associated contracts. 
  •  Collects and analyzes information on university business requirements and technical environments to draft competitive procurement documents.  Identifies cost factors for purchases and provides cost saving strategies.   
  • Develops and maintains a professional approach to consulting and training to customer and commodity teams to ensure compliance with procurement laws, policies, procedures, rules, and regulations to achieve procurement goals and attain the best procurement value.
  • Identifies, researches, and recommends improvements and corrective actions on procedural, technological, legal, and policy matters as related to complex procurements.  
  • Researches the development and implementation of best practices and improved procurement policies and methods.
  • Provides internal strategic consulting to procurement staff.
  • Evaluates industry standards, practices, data, and profiles to achieve best procurement methods and value. 
  • Prepares and presents oral and written presentations for executive management.

Minimum Qualifications

  • Bachelor’s degree in business administration or related field, or equivalent experience
  • Minimum two years’ experience in procurement.
  • Experience with integrated ERP systems.  
  • Strong management skills including but not limited to directing tasks and project assignments, effective planning, organization, problem solving, oral, and written communications.
  • Experience using various software including but not limited to Microsoft Office, Outlook, Dropbox, etc.  

Preferred Qualifications

Experience in a higher education setting, SAP, C.P.M. or CPPB certification, knowledge of centralized purchasing procedures, knowledge of Commonwealth, PASSHE, or public procurement guidelines, Microsoft Office skills, and demonstrated ability to work with diverse populations are all preferred.
