Summary

King County Metro Transit is seeking a Project Program Manager III in the Capital Division to help identify, develop, and execute the agencies conversion to a zero emissions fleet. This role will lead development of on-route/layover charging installations as well as the conversion of Metro’s existing transit bases to charging depots for the revenue bus fleet.  Candidates for this roll with have extensive experience translating visionary objectives into strategic and tactical plans and then further developing those plans into individual capital project.

Job Duties

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the PPM III, you will also:

  • Development of Strategic and Tactical Program and Project Plans
  • Development of standard project management documents including project management plans, project charters, resource plan, cashflow prediction, and budget request
  • Determine project or program budget, schedule, and scope. 
  • Monitor the financial status of the program or projects. 
  • Coordinate with diverse stakeholders to understand program or task needs and establish viable program plan for the execution of task. 
  • Partner with multiple subject matter experts to capture program requirements and identify future program needs and goals. 
  • Review detailed list of programs need and meaningfully engage in project packaging strategy discussions with internal and external partners. 
  • Prioritize program goals/objectives. 
  • Frame budgetary, statutory, and operating conditions for the program. 
  • Coordinate the work of multiple professional staff. 
  • Ensure that program maintains compliance with all relevant laws and regulations. 
  • Develop lifecycle management plans and engage with Asset Management Staff to review and adopt those plans. 
  • Manage contracts and develop scopes of work for procurement
  • Manages grant reporting. 
  • Write complex analytical or program evaluation reports. 
  • Develop and implement transition plans for hand-off to operating departments. 
  • Manage data gathering.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

 Minimum Qualifications:

  • A bachelor's degree in business management, engineering, construction management, transportation planning, business administration or a closely related field.
  • Three years of experience in project or program management, predominantly working with large scale construction or maintenance projects, which included some responsibility for resource coordination, scheduling, budget monitoring or reporting, contract management and risk analysis.
  • Alternatively, any equivalent combination of education and experience which match the skills, knowledge, and abilities required to perform the work will be considered. 
Additional Minimum Qualifications:
  • Experience with Transit Operations, Vehicle Maintenance, and/or Large-Scale Electrical Systems
  • Demonstrated history of flexibility and adaptability in managing and responding to competing priorities and changing assignments. 
  • Demonstrated history of taking on additional and unexpected work assignments. 
  • Experience with negotiation and conflict resolution. 
  • Ability to conduct effective meetings. 
  • Experience in leading multi-disciplined work teams and working with individuals at all levels within an organization. 
  • Excellent oral and written communications skills, including the ability to synthesize complex information, prepare clear and concise materials and communicate technical information to non-technical audiences. 
  • Ability to handle multiple competing priorities. 
  • Experience in the use of large, complex spreadsheets, word processing, presentation, project management, and database software. 
  • Ability to work collaboratively and build consensus with a diverse group of individuals.
Desirable Qualifications:
  • Experience with design, implementation, or operation of Zero Emission Transit Bus Systems and/or related infrastructure 
  • Project Management Institute certification 
  • Knowledge of construction management principles 
  • Experience working with large organizations and matrixed workgroups. 
  • Experience with coordination of staff and contractors engaged in development, design, review, installation, testing and implementation of construction projects. 
  • Knowledge of multiple project delivery methodologies (design/bid/build, design/build, GC/CM, etc). 
Necessary Special Requirements:
A valid Washington State driver's license within thirty (30) days after hire, or the ability to travel throughout the county in a timely manner, is required.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. A typical work schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered. Work outside of the normal workday is required periodically.

Temporary Telecommuting Requirement
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021.  

Employees will be provided with a County issued laptop  and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
