Public Health- Seattle & King County (PHSKC) is seeking an inquisitive and dedicated Financial Decision Support Data Specialist (Functional Analyst III) to join its Community Health Services Division (CHS), Business and Revenue Unit.ABOUT THE COMMUNITY HEALTH SERVICES DIVISION: The Business and Revenue Unit manages the business processes of health care billing in order to generate revenue for direct patient care services in the Community Health Services Division and the Prevention Division. The information developed and provided by the Business and Revenue Unit monitors process efficiencies and areas for improvement that drive financial performance. This information assists programs in operational decision making, business planning, budget development and forecasting. The Business and Revenue Unit regularly performs internal audits to assure compliance with federal and state rules and regulations and participates in external audits with third party payors. The closing date of this position is November 29, 2020 at 11:59pm. However, this posting may be extended beyond that date if necessary to garner a more competitive applicant pool. WORK LOCATION: This position will be required to telecommute, and occasionally be required to work onsite at the Chinook Building- located at 401 5th Ave in Seattle. TEMPORARY TELECOMMUTING REQUIREMENT: Some of the work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The primary responsibility of the job is to define, produce and maintain data and reports by developing a comprehensive understanding of the billing system (Epic), the generated data from the system, and by gathering, refining and translating business requirements from users to apply to available data. The individual will have strong analytic and query writing skills in order to maximize the value of the data by evaluating data integrity and applying concepts to further categorize and define data from the billing system. The person will help identify and scope issues and employ effective problem-solving strategies to assure all aspects of data processing and analysis meet end-user/customer needs. The successful candidate will provide a high level of support to the Business and Revenue Unit and Community Health Services (CHS) and Prevention Division program leadership, often in a time-sensitive manner. The position may provide project leadership to same or lower level staff.

MINIMUM QUALIFICATIONS · Advanced skills in large scale relational databases, their design, and use in end-user systems · Knowledge, understanding and skill in the application of data conversion analyses, design, and troubleshooting applications · Skill in using report and query writing languages such as advanced T-SQL · Experience developing reports and display of data such as the production of Power BI and SSRS reports, Tableau data visualization, and Excel. · Experience writing data and report documentation · Advanced knowledge of statistical concepts · Skill in financial analysis and knowledge of standard financial business metrics · Organization and planning skills for handling multiple competing priorities and producing quality detailed work within tight timeframes · Skill in analytical thinking, researching, problem solving, troubleshooting, and making recommendations and decisions · Skill in working effectively as a member of teams with members from diverse backgrounds, and with demonstrated ability to lead teams, facilitate meetings, and provide presentations. · Skill in using common desktop tools including but not limited to Microsoft Office Suite: Excel, Access, Teams and SharePoint · Skill in oral and written communication including conducting technical training and presentations PREFERRED QUALIFICATIONS · Knowledge of industry standard health care billing rules and processes · Knowledge of Epic Practice Management applications including Resolute, Prelude and Cadence · Knowledge of Epic reporting tools including Reporting Workbench and the Clarity database · Experience using Crystal Reports to develop reports |
