Network Director - (0.5-1.0 FTE)

The Ely Behavioral Health Network (Ely BHN) is a collaborative network which includes area nonprofits, mental health providers, public health, healthcare providers, and community members. Our goal is to work together to expand access to, coordinate, and improve the quality of behavioral health care in the rural North East (NE) Minnesota Iron Range communities of Babbitt, Ely, Embarrass, Isabella, Soudan, Tower, Winton and surrounding townships with some expansion to the Virginia area.

This is an exciting opportunity for an individual seeking a challenging and rewarding career working with an innovative behavioral health network. The Network Director will work under the direction of the BHN Governance Group to implement the network's goals and objectives. This position manages a team of staff to implement the BHN's work and is also responsible for grants management, financial management, reporting, networking, and other strategic initiatives.

Responsibilities:
* Network partner and stakeholder collaboration:
* Attend (and facilitate if necessary) monthly BHN Governance Group meetings
* Attend weekly BHN Administrative staff meetings
* Meet regularly with Program Director to review BHN workplan
* Connect with regional stakeholders, including attending monthly Arrowhead Behavioral Health Initiative and Virginia behavioral health network meetings (some travel required).
* Present at and travel to conferences specific to development and grants management or for professional development
* Record and disseminate best practice and lessons learned
* Manage collaborative projects

BHN Funds management:
* Coordinate with fiscal sponsor and grants manager to ensure that funds are being used responsibly to meet BHN goals and obligations.
* Ensure all financial policy requirements are being met (organizational, federal and state uniform guidance, and contract obligations).
* Keep a combined grant schedule of all grants supporting the BHN
* Work to keep records of all income produced via BHN products and in which agencies those funds are managed or 'owned'

Federal, State, and Foundation grant management:
* Maintain active status in grant management portals.
* Ensure each grant is managed in accordance with the corresponding programmatic guidance and requirements
* Support Project Director writing, tracking, and delivering federal HRSA Network Development grant deliverables and reports as needed.
* Collaborate with Project Director and evaluation team to create and disseminate monthly, quarterly, and annual reports to the Governance Group and the fiscal sponsor board.
* Work as part of evaluation team to evaluate grant projects.

Development and Sustainability:
* Keep a grants calendar for BHN, including dates of applications, deliverable due dates, funding dates, etc.
* Keep 1000-foot perspective, ensuring all strategies fulfill the BHN vision and mission, avoid mission creep, and fulfill strategic planning objectives
* Monitor changes in policy and funding at the local, state, and national level regarding funding sources, reimbursement waivers, telehealth policy changes, etc. through research, regular review of agency reports and newsletters, and presence at relevant listening sessions (DEED, IRRRB, MDH, CMS, etc.)
* Monitor grant opportunities and send opportunity notices to appropriate partners
* Look for and support efforts to diversify BHN funds, ex. Support existing processes to enable state reimbursement for CHW services in Pathways to Wellness agencies

Supervision:
* Directly supervise BHN administrative staff. As of June 2020, this includes the Administrative Director and HRSA Development grant Project Director.
* Reports to the BHN Governance Group.

If applying for a Full-Time position additional Responsibilities include:
* Work with fiscal sponsor organization to create and manage grant subaward contracts.
* Work with Project Directors/Managers and fiscal sponsors to submit quarterly and annual Financial Reports.
* Work with the Network Director and fiscal sponsor representative (ED, Board Treasurer, etc.) to manage HRSA ORHP Network Development Grant 2020 - 2023 finances through:
o Monthly reconciliation of BHN HRSA grant expenses;
o Monthly reimbursement request from PMS;
o Regular review of expenses YTD compared to budget;
o Research and resolve reasons for variance; and
o Monthly financial report to WBD Board and BHN Governance Group.
* Work with Project Directors/Managers and fiscal sponsors to ensure that BHN supporting grant expenditures are being monitored, managed, and used appropriately and on time.

Preferred Qualifications/ Skills:
* Proficiency in Microsoft Office products
* Excellent written & oral communication, organization, and time management skills
* BA/BS degree
* Experience in grants management
* Experience working in and managing teams
* Experience with budgeting, accounting, and financial policies
* Strong writing skills
* Public speaking and facilitation
* Familiarity with behavioral health, healthcare, and/or human services
* Grant writing experience
