Description of Work

This is a department head position serving under the general direction of the Director of Public Works.   This position involves planning and directing the operations of multiple departments within the City of Muskegon's Department of Public Works including: Parks, Cemeteries, Forestry, Marina/Launch Ramps, Campground, Farmers Market, Recreation and Special Events.   The Parks and Recreation Director plans, develops, and implements programs and policies to carry out the mission of the Department; assures that appropriate departmental records are maintained; prepares various comprehensive reports, and coordinates all the activities of the assigned supervisors and management staff; and represents the City of Muskegon to other governmental entities and the general public.

Required Minimum Entrance Qualifications

  1. Bachelor’s Degree with a focus in Natural Resources, Recreation Management, or closely related field required to apply.  
  2. Minimum of five (5) years of experience in a Parks and Recreation related setting required to apply.  
  3. Minimum of two (2) years of experience working in a supervisory capacity required to apply. 
  4. State of Michigan Vehicle Operator’s License, a satisfactory driving record, and the ability to maintain one throughout employment required to apply.

While performing the duties of this job, the employee regularly works in an office setting with a controlled climate where they sit and work on a computer, communicate by telephone, email, or in person, and move around the office to travel to other locations.  The employee must occasionally lift and/or move items of moderate to heavy weight.  The noise level in the work environment is usually quiet.    While performing the duties of this job, the employee is regularly required to travel to various locations within the City and work outside the office at field sites, including visiting construction sites with treacherous terrain, requiring the employee to traverse uneven ground, climb up or crawl down to access the site, and may involve fumes, dust, chemicals or other hazardous materials, loud machinery and equipment, and other dangers associated with engineering projects and construction sites.   An employee in this position must have the strength, stamina and physical coordination needed to gain access to the construction project sites described above to observe and inspect work in progress.  The employee is occasionally exposed to adverse weather conditions, loud noises, moving mechanical parts, dust or airborne particles, and fumes.  The noise level may be loud in field situations.

The selected candidate must take a post-offer medical examination (including back screen and complete physical) and drug screening test given by a City appointed physician before the first day of employment.  An offer of employment is contingent upon the results of the medical examination and drug screening test.  Applicants for City employment may be subject to a post-offer criminal background check, depending on the nature and assignment of the position. When such check is conducted, an offer of employment is contingent upon the results of the criminal background check.  Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

PURPOSE
The purpose of this recruitment is to establish an eligible list from which to fill present and future vacancies in this classification in the City system.  For each opening, the Department Head has her/his choice of the candidates who meet the required minimum entrance qualifications.  This list remains in effect for up to one year unless exhausted or extended.

Retirement Defined Contribution (DC) Pension through MERS of Michigan with 3% employer and 4.5% employee contribution.  There is a 6 year graduated vesting for the employer contribution. 
Retiree Insurance Healthcare Savings Account (HCSP) through MERS of Michigan, employer 3% contribution.  Vesting requirement of 6 years.
Life Insurance and AD & D Equal to employee annual salary to next highest $1,000. Max $200,000
Available first of the month following one full month of continuous employment
Long Term Disability No cost to the employee, employer paid at 66 2/3% of salary after 6 month waiting period

Sick Leave 10 days per year, accumulated .385 days. per pay period
Accrual begins on first day of employment and is available to use on the 90th day of employment.
Annual Leave 13 days, accumulated .500 days per pay period. Increasing to maximum of 24 days with 20 years of eligible County service, see Personnel Rules for accumulation chart. 
Accrual begins on first day of employment and is available to use upon completion of six months of continuous eligible County service.
Sick/Annual Leave Cash Payout Employee may elect up to 40 hours of accumulated vacation and/or sick time to be paid as cash. Future accruals only.
Personal Days 2 days per fiscal year, unused days will be forfeited

Holidays 12 days
 
COLA/Longevity All employees are eligible for COLA based on the CPI and must be in pay status as of 12/1. Payment of $250 after 5 years of continuous service as of 12/1. Each subsequent year of service will add $50 to the payment. Maximum payment amount is $1,250
