The Solid Waste Division (SWD) of King County’s Department of Natural Resources and Parks (DNRP) is seeking an innovative seasoned strategic leader for its Facilities Engineering and Science Section (FESS).  This member of the executive leadership team will report to the Deputy Division Director and will lead and supervise a talented staff of about 45 individuals comprising of engineers, scientists, technology integration experts, real property portfolio coordinator, records management, and administrative staff.    FESS is integral in ensuring that the King County Solid Waste Division maintains its role as a recognized and award-winning leader in the solid waste industry by implementing state-of-the-art technology in developing and maintaining its award-winning solid waste handling systems.
 
FESS is responsible for providing professional and technical services to support the Division’s operation of the Cedar Hills Regional Landfill, 8 transfer facilities, 2 dropbox facilities, 9 closed landfills, and various property holdings.  Project development efforts range from providing technical support for the development of new transfer stations, developing plans for the management of existing and new areas of the Cedar Hills Regional Landfill, ensuring closed landfills environmental control systems are managed properly and are on-track to attain stabilization, conceptualization, and development of scope/cost/schedule of new capital and maintenance projects, permitting of new and existing facilities and ensuring that the facilities operate within regulatory requirements, supporting the Division’s IT-related systems such as cashiering and camera/security systems, and the SCADA and Building Automation Systems, and ensuring Division’s properties are managed in such a manner that they meet business-related goals.

The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Schedule: This position works a 40-hour workweek, Monday through Friday with some evening and weekend work as required. This position is exempt from FLSA provisions and is not overtime-eligible.

About Solid Waste Division: The Solid Waste Division’s (SWD) core business is to operate the solid waste transfer, disposal, and recycling services for residents and businesses in all of King County, except for Seattle and Milton.  Our 400 employees have earned a reputation for being innovators and leaders within our industry, but our landscape is changing. As a result, we are in the process of creating our future-focused on three lines of business--waste prevention, resource recovery, and waste disposal. This innovation is backed by an ambitious six-year capital program totaling nearly a half-billion dollars, and a biennial operating budget of over three-hundred million. Our business is operated as an enterprise fund where we are solely dependent upon our revenue generation to fund our operations and environmental mission. SWD’s service area has a population of about 1.5 million, or approximately 70 percent of King County’s population. Construction activity in the service area generates approximately 900,000 tons of debris per year.
 
Facility Engineering and Science Section Profile: FESS provides the Division with professional and technical expertise and resources it requires to support its capital improvement, operations, environmental compliance, recycling, and waste reduction, and property management portfolios.  Staff expertise includes licensed engineers, environmental scientists, architects, geologists, permitting experts, construction managers and inspectors, program planners, information technology trained specialists, and CAD/BIM designers.  Work includes plan preparation/review, report preparation/review, field sampling and analysis, construction contract preparation and implementation, survey and scanning, coordination in leasing/purchasing/selling real property, and records management.
 
Examples of Job Duties:

  • Provide strategic direction and guidance to the work units and direct reports to ensure continued alignment with King County SWD priority actions and initiatives.  
  • Plan for and ensure that necessary resources are provided to staff for them to meet expectations from stakeholders.
  • Develop and actively manage staffing, staff development, and succession plans.
  • Promote and ensure staff awareness of opportunities for professional development.
  • Track and communicate policies, procedures, mandates, and management direction to staff on a timely and continual basis.
  • Provide managerial support and guidance to project staff to meet goals and address regulatory requirements in a timely manner.
  • Ensure that work performed by FESS is timely, technically sound, and meets or exceeds all regulatory requirements.
  • Use Key Performance Indicators (KPIs) to measure project performance and report progress to stakeholders.
  • Set work priorities for units and resolve conflicting priority issues when they occur.
  • Manage the operating budget for FESS, as well as develop Capital and operating project cost input into the Division’s rate structure.
  • Manage and supervise the workforce including hiring, performance evaluations, and personnel actions.
  • Review and approve contractual documents such as those related to Architectural and Engineering (A/E) and Construction contracts.
  • Provide managerial-level technical expertise in the evaluation and analysis of complex, sensitive, and political issues. 
  • Provide leadership in initiating and implementing Equity and Social Justice initiatives.
  • Oversee the coordination of purchases, surplus, and leases of the Division’s real estate holdings, with King County Facilities Management
  • Participate as a contributing member on the Solid Waste Division Management Team (SWDMT) providing leadership to the division in establishing the strategic direction of the division. 
  • Maintain open communications with the A/E and construction industry in order to promote the Division’s initiatives and keep current of upcoming changes in the industry.
 
Our Ideal Candidate Will Have:
  • A Washington State Professional Engineer’s license.
  • Demonstrated experience with design, permitting (including land use), construction, and operations of infrastructure, and building projects.
  • Leadership and supervisory skills.
  • Experience working in government/public works.
  • Experience in interpreting regulatory and code requirements for infrastructure and building projects.
  • Experience with Asset Management programs.
  • Demonstrated experience in identifying new initiatives and creating programs that enable the Division to advance technologically. 
  • Experience with the regulatory environment surrounding solid waste landfills and handling systems.
  • Demonstrated experience in dealing with personnel issues and conflict management.
  • Experience with governmental processes related to buying, surplusing and leasing real property.
  • Demonstrated ability to effectively communicate with assigned staff, management, and external stakeholders in verbal and in written form.
  • Skills and ability to understand stakeholder needs and meet them within policy guidelines and build collaborative relationships. 
  • Demonstrated experience in successfully working with multi-disciplinary work teams and individuals with diverse backgrounds. 
  • Ability to effectively engage in and sustain relationships with people from diverse cultures, professional backgrounds, and socio-economic backgrounds.
  • Competent in Conflict Management, Problem Solving, and dedicated to meeting the expectations and requirements of internal and external customers.
  • Competent in dealing with ambiguity, building effective teams, priority setting, managing and measuring work.
  • Experience with utilizing strategic skills in providing work teams with clear direction when conflicts arise.
  • Comfort around higher management and experience with making complex decisions in a timely manner that enables the Division to attain its goals.
