Summary

King County has established the Executive Climate Office to elevate and accelerate Executive Constantine and the County’s commitment, coordination, and ability to deliver on climate action internally and in partnership with cities and partners.
 
As part of this office, this position, the Electric Vehicle (EV) and EV Infrastructure Planner (“EV Planner”), will help advance King County’s countywide and internal fleet electrification goals by leading or supporting several projects.
 
The EV Planner will lead the development of a regional electric vehicle charging plan in partnership with stakeholders, support County departmental efforts to electrify their fleets, and develop an e-bike rebate program plan. The role will collaborate with King County departments and other regional partners to identify priority EV charging infrastructure projects, develop associated budget proposals, and seek grant funding for the projects. This work supports King County Strategic Climate Action Plan goals and actions outlined in King County Council Ordinance 19052.
 
 This full-time position will extend through the end of 2024. As this body of work is an emergent but high priority, future job opportunities past this date are possible but not guaranteed. The EV Planner will report to senior staff in the Executive Climate Office, and will work with King County staff, members of the King County EV and EVSE Task Forces, King County – Cities Climate Collaboration (K4C) staff, and other regional partners.
 
The ideal candidate will be a self-starter who is skilled at building relationships with a broad range of policy and technical staff, and who is comfortable with ambiguity in projects.  

Job Duties

King County’s Strategic Climate Action Plan includes aggressive goals to electrify the County’s vehicle fleet and to accelerate communitywide electric vehicle adoption that prioritizes environmental justice and equitable access to shared mobility solutions. This role will support both County operations and communitywide efforts to meet these aggressive goals, including:

Leading regional EV charging infrastructure plan development, inform enterprise-wide EV charging efforts, and track policy development.

  • Lead development of a regional electric vehicle ("EV") charger strategy, including a rural and unincorporated urban area EV charger installation plan 
  • Review existing charging studies/plans developed by the various King County departments to highlight potential impacts of regional charging infrastructure planning, and vice versa
  • Identify existing charging infrastructure owned by regional partners and opportunities to share charging stations; advocate for placement of charging infrastructure where the need is greatest; and develop Memorandums of Agreement (MOA)for shared use as appropriate 
  • Track EV and EVSE policies and impact on Countywide and Fleet electrification efforts
 Leading grant and funding applications and education: Research state, federal, and private funding sources for EV charging and fleet electrification. Partner with King County staff across multiple departments to complete grant applications. Manage consultant resource who will be conducting funding research. Share information with partners on key EV and EV charging opportunities. 
 
Policy Development: Work with the staff in the Executive Climate Office and partner with staff across County departments and other partners to develop draft policies for regional EV charging operations, maintenance, and use. Track state and federal policy.
 
Support for Strategic Climate Action Plan Priority Actions: The EV Planner will lead or support a range of EV and EVSE actions in the Strategic Climate Action Plan as needed.

Experience, Qualifications, Knowledge, Skills

Experience:

  • 4-8+ years in planning, analysis, or other relevant capacity. 
  • Experience developing complex strategic plans and policy recommendations. 
  • Experience facilitating collaborative teams and negotiating strategy/policy recommendations between team members. 
  • Experience creating interlocal agreements and/or developing public-private partnerships
Skills:
  • Demonstrated ability to research complex issues using analysis, experience, judgement, and networks and to provide recommendations. Excellent oral and written communication skills. 
  • Demonstrated success managing multiple priorities and projects. 
  • Demonstrated success negotiating agreements with other governments or businesses.
  • Strong organizational skills.
  • Ability to work collaboratively. 
  • Experience building relationships and working collaboratively with a range of policy and technical teams. 
  • Creativity and ability to operate with ambiguity.
  • Comfortable presenting complex topics to executive-level staff and senior leadership. 
Highly Desired:
  • Experience with electric vehicle charging policy, programs, or projects.
