KCDC is the largest and most technologically advanced Court of Limited Jurisdiction in the State of Washington. It currently processes approximately 200,000 matters per year with 25 elected judges and roughly 260 employees at 8 courthouse locations. The Court is a leader in many areas involving public safety and access to justice, including the use of problem-solving courts, jail-alternative programs, technology- and judge-managed probation services. Fourteen cities contract with King County for court services provided by KCDC.
 
Position Summary
King County District Court is seeking applicants for a Court Programs Manager. The incumbent for this position should be an innovative, action-oriented leader with excellent people skills who is comfortable working with all levels of the organization, including various levels of management, Judges and attorneys. This new position for the Court will improve court operations by centralizing functions that have previously lived within each geographic division, improving efficiencies through relationships and project management. 

Job Duties

  • Provide formal supervision to direct reports including hiring, development, engagement, workload distribution, performance management and conflict resolution.
  • Oversee functional areas including call center, jury services, and interpreter services.
  • Project manage a variety of large-scale facility and security projects within the Court.
  • Serve as principal liaison for the court with Facilities Management Division (FMD) on facilities-related projects and court wide issues.
  • Serve as principal security liaison for the court with FMD Security, King County Sheriff’s Office Court Protection Unit and state Administrative Office of Courts (AOC) on courthouse security matters.
  • Manage court’s emergency operations planning processes, including plan documentation, inter-departmental communication, Emergency Operations Center representation and staff training.

Experience, Qualifications, Knowledge, Skills

  • Demonstrated management experience, including planning, delegating and coordinating work in a union environment.
  • Demonstrated large-scale project management experience, including direct oversight of all formal project phases.
  • Ability to establish and maintain effective working relations with colleagues at all levels of the organization, including Judicial Officers and external customers.
  • Ability to provide excellent customer service to both internal and external stakeholders.
  • Ability to be a self-starter, take initiative, apply creativity and to juggle multiple projects simultaneously.
  • Demonstrated ability to welcome and accept feedback to continuously improve leadership skills.
  • Ability to build and sustain inclusive and equitable teams through employee engagement, performance management and development in a dynamic work environment.

  • Work location: King County Courthouse, 516 3rd Ave, Seattle, WA 98104. NOTE: The Court Programs Manager may be assigned to work at any District Court location which include: Shoreline, Seattle, Redmond, Issaquah, Bellevue, Burien, Auburn or Kent (MRJC). Until further notice from the Court, the work associated with this position will be performed predominantly by teleworking, through a combination of teleworking and onsite work and meetings as needed. While in telecommute status, employees must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during regular work hours. Employees must reside in Washington state and within a commuting distance to the King County Courthouse to meet sporadic workplace reporting requirements.
  • Physical DemandsWhile performing the duties of this job, the employee is regularly required to sit, talk or hear, and use hands to finger, handle, or feel. The employee is occasionally required to stand, walk, reach with hands and arms, stoop, kneel, crouch, or crawl, and move and/or lift up to 10 pounds. The vision abilities required to perform this position include close vision.
  • Working ConditionsWork is typically performed in an office environment with a moderate amount of noise (computers, printers, light traffic).   This role routinely uses standard office equipment.
