The Montgomery County Department of Correction and Rehabilitation (DOCR) is responsible for the intake, reception and assessment functions including law enforcement processing of adult male and female offenders arrested in Montgomery County. Responsibility also includes the custody and care of male and female offenders who are either detained in a pre-trial status or serving sentences under 18 months. In addition to comprehensive facility case management, the Inmate Services section provides a wide range of correctional services and programs to inmates including education, workforce development, substance abuse treatment, cognitive behavioral modification programs, reentry and life skills programs, faith-based supports, and library services.
About this Position:
Managing a complex pretrial and sentenced population within a correctional facility presents multiple challenges. As a core staff member of Inmate Services, the CSIII Case Manager position provides critical case management and reentry services for high risk, high need populations to include those with presenting mental health concerns as well as others held in special management custody status. This position will provide offender engagement through individual and group services while working closely with staff and partners on broader initiatives.
This recruitment will establish an eligible list to fill one current vacancy and future vacancies within the Inmate Services section of the Detention Services Division (DSD).
This CSIII Case Manager position reports to CSV Reentry Services Manager and works closely with the CSIVs, CSIIIs and CSIIs within Inmate Services as well as Custody and Security and Mental Health staff. The CSIII Case Manager position works Monday-Friday from 8:00am to 4:30pm. While this position is primarily assigned to Montgomery County Correctional Facility (MCCF) in Boyds, Maryland, it may require work at Montgomery County Detention Center (MCDC) as well as other Department facilities or County locations. This position is considered as essential personnel within the Department and required to work onsite during weather related events or general emergencies.

What you’ll be doing:
- Working in direct supervision posts within inmate housing units with a Field Training Officer and more senior Officers during your first year (work location assignment can be at Rockville or Boyds/Clarksburg).
- Learning on-the-job by receiving substantial training and instruction in the application of basic safety and security policies, procedures, and methods with regard to interaction with and supervision of the inmate population; use of equipment, application of post instructions, and implementation of general standard operating procedures.
- Enforcing clearly defined institutional rules and procedures by performing tasks such as providing input into the daily log, escorting inmates, issuing clothing and bedding, completing routine intake paperwork, conducting perimeter checks of the fence line, etc.
- Reporting activities/situations that are unusual or irregular and those situations where guidance is needed in order to make the appropriate response or take the appropriate action.
- May participate in the processing of arrestees in the Central Processing Unit; as directed and under close supervision, performs such tasks as taking photographs and fingerprints of criminal arrestees, escorting defendants to and from hearings before the District Court Commissioners, and recording hearing and disposition information.

About the Department: The Montgomery County Department of Correction and Rehabilitation (DOCR) is responsible for the intake, reception and diagnostic functions including law enforcement processing of adult male and female offenders arrested in Montgomery County. The Pre-Trial Supervision Unit (PTSU) is seeking a Laboratory Assistant to join their team.
PTSU provides monitoring of court-ordered bond conditions to defendants’ who are released into community while awaiting trial. A case management team monitor’s a defendant’s bond conditions compliance until their case has been adjudicated. Court ordered drug testing is generally required as part of a defendant’s bond condition. Positive drug tests could result in court violations and must be reported to the Court. The Intervention Program for Substance Abusers (IPSA) is a diversion program for first-time misdemeanant offenders who will ultimately have their charges expunged following successful completion of community service, drug education, drug testing, and treatment are core functions of these programs. Both programs utilize an onsite urinalysis laboratory to conduct drug/alcohol testing.
What you’ll be doing:
- Direct observation and testing of urine samples of male criminal defendants reporting to the Pre-Trial Supervision Unit
- Performance of breathalyzer and saliva testing of both male and female defendants reporting to the Pre-Trial Supervision Unit
- Order and maintain the inventory of supplies needed for substance abuse testing in the facility.
- Maintain the urinalysis lab for cleanliness and safety.
- Research and respond to inquiries regarding drug test results from caseworker and management staff.
- May be required to testify in court regarding drug testing procedures.
- Respond to point of contact inquiries from defendants participating in the programs within the division.
