The Leechburg School District is seeking the ideal candidate to fill the anticipated opening for the position of Business Manager & Human Resources Director.

Qualifications:

1.) MBA or Bachelor’s Degree in Business, Accounting or Finance

2.) Two to four years of experience in a public school district

3.) All required clearances updated and on file

4.) Must be proficient in computer use and Microsoft Office software

The primary responsibilities of the Business Manager include, but not limited to, managing and directing the following operations of a school system:

  •  All business affairs
  •  Human Relations/Personnel functions
  •  Supervising the maintenance of buildings/grounds & food service
  •  Planning and preparing an annual budget
  •  Oversee child accounting
  •  Provide support for all contract negotiations
  •  Determine financial needs of district and plans for District’s financial future

JOB DESCRIPTION
Director of Business Affairs

IMMEDIATE SUPERVISOR Superintendent

GENERAL DUTIES
The Director of Business Affairs is responsible for planning, organizing, and directing business functions to assure the financial well-being of the District. The Director of Business Affairs supervises accounting, payroll, human resources, benefits, facilities, food service, and risk management departments, creating a collaborative team environment to efficiently and effectively provide business services necessary to support the District’s mission and goals. The Director of Business Affairs is responsible for the preparation of the annual budget document, communicating and collaborating with District staff regarding business services, reporting key changes and events for the monthly board report, and overseeing business service operations and daily activities. Work is performed with minimal supervision; the Director of Business Affairs is expected to exercise judgment mindful of District policy and procedures.
Under the supervision of the Superintendent and in cooperation with other District administrators, the Director of Business Affairs facilitates the educational program, acting on District matters relating to the management and utilization of fiscal, material, and physical resources in a cost-effective, efficient, and equitable manner. The Director works to ensure fiscal accountability and to maximize the use of human and financial resources through reallocation of overall resources.


ESSENTIAL REQUIREMENTS
1. All required clearances as per current law
2. Possession of an undergraduate degree in Business Administration, Finance, or a related field and at least four years professional experience
3. Four years supervisory experience
4. Experience in program budgeting
5. Experience working with collective bargaining agreements
6. Ability to communicate efficiently and effectively, with credibility and confidence, in written and oral media
7. Self-motivated and resource savvy, with the ability to take a project from start to finish and delegate tasks as necessary
8. Demonstrates accuracy and attention to detail
9. Detailed knowledge of computer systems and Microsoft Office software
10. Experience with computerized accounting systems
11. Experience creating financial reports using spreadsheets
12. Ability to work in a diverse team environment; skilled at positive conflict resolution
13. Ability to effectively work and communicate with students, parents, and school personnel from diverse cultures or backgrounds
14. Maintain integrity of confidential information relating to students, staff, or district patrons
15. Ability to work harmoniously with others


ESSENTIAL RESPONSIBILITIES
1. Supervise and evaluate supervisory/technology and classified employees
2. Administrates all personnel and human resource functions related to district employees
3. Prepare annual budget document
4. Maintains continuity between budget document and financial software
5. Submit appropriations to School Board for approval
6. Manage budget reports for schools and departments within the District
7. Communicate with a variety of District personnel about budget allocations
8. Provide support to and communicate with District personnel regarding financial requirements, budget, and other miscellaneous business service related issues
9. Reconcile and manage District cash accounts ensuring proper resources are available
10. Serve as system administrator for a variety of business service related applications
11. Respond to questions from District personnel, auditors, and community partners regarding business service policies and procedures
12. Maintain and implement business services policies and procedures in accordance with District goals and Board policies
13. Ensure that bank reconciliations are up to date and correct
14. Enter journal entries
15. Monitor business services processes and collaborative efforts within departments to maintain balance and efficiency
16. Supervises the accounting system necessary to provide school officials and administrators with accurate financial facts as the basis for formulating policies and decisions; provides the proper safeguards for custody of public funds.
17. Performs pre-audit of internal procedures; determines that prepared statements present fairly the financial position, propriety, legality, and accuracy of financial transactions; proper recording of all financial transactions; post-audit procedures; external audits; reconciliation of internal and external audits; conducts internal reviews of student activities and petty cash funds in the District schools; monitors food service accounts.
18. Develops procedures and policy on cash management and investments; develops cash projection report of revenues and expenditures of the general fund
19. Holds responsibility for debt service and capital fund management.
20. Holds responsibility for insurance and risk management. Performs review and selection of insurance programs; determines coverage to be provided; obtains insurable values on building and contents; files insurance claims and reports; directs insurance procurement procedures; maintains insurance policies and claim records; develops specifications and places insurance with companies, agents, and brokers.
21. Provides information necessary for unemployment and worker’s compensation claims and appeals.
22. Provides oversight for all district purchasing; formal purchasing agent for the School District
23. Holds responsibility for Real Estate and Fixed Asset Management.
24. Reviews the tax collections of, and when necessary, provides input to the locally elected and appointed tax collectors for the District.
25. Serves as a member of the District negotiating team; provides pertinent fiscal data for negotiations, including salary projections; supervises administration of negotiated contracts.
26. Provides financial data for state and federal financial grants; provides assistance in securing financial grants; monitors District use of grant monies.
27. Further develop the districts human resources and administration, enhancing professional development, compensation and benefits, performance evaluation, training, and recruiting
28. Ensure that recruiting processes are consistent and streamlined
29. Coordinates operation, maintenance, and facility improvements of the School District in conjunction with the Supervisor of Facilities
30. Coordinates operation, management, and control of the Food Services Department in conjunction with the Food Services Manager
31. Serves as the District’s Record Retention Officer for non-educational records and the District’s Right to Know Officer for information requests
32. Attends Board meetings and work sessions.
33. Provides increased fiscal oversight and reporting for Title I, Title II, ACCESS, and IDEA Federal funds.
