General Statement of Duties

The Community Development division of the Planning and Development Department has a full-time limited duration/acting in capacity Housing Implementation Pipeline (HIP) Analyst position open. The HIP is the City’s 5-year internal work plan that starts July 1, 2022 and coordinates current and future resources, goals, and priorities with a systems-thinking approach to housing across the full spectrum from people experiencing homelessness to overall housing supply.

Must reside in the state of Oregon, or be willing to relocate, and be able to report onsite for work as needed in Eugene to meet business needs. 

Schedule: Monday - Friday, 8:00 AM - 5:00 PM with flexibility per business need.  This position will occasionally have evening meetings to attend. 

Salary Range: This position will be filled at either the Management Analyst 1 or 2 classification depending on qualifications. For additional information please review the classification specifications here. 
Management Analyst 1  $59,238.40 - $76,585.60 annually; $28.48 - $36.82 hourly
Management Analyst 2 $65,104.00 - $84,240.00 annually; $31.30 - $40.50 hourly

What You Can Expect From Our Application Process:

This opportunity may be filled in either of two ways:

Limited Duration (LD) Position
Open to the Public and all City of Eugene employees. 
  • This full-time LD position is projected to last a minimum of 12 months with the option to extend another 12 months per business need.  Please see "Supplemental Information" at the end of the posting for more information about limited duration positions. 

  • PLEASE NOTE: If a current City of Eugene LD employee is selected for the position, they will not have rights back to their current LD position. 


Acting-in-Capacity (AIC) Opportunity
Open to City of Eugene employees who meet the following criteria.
  • You must be in a regular (full-time, part-time) position and meet the minimum qualifications for the AIC position.

  • Temporary and Limited Duration employees are not eligible to apply for an AIC position. They may apply for the LD position. 

  • If you are on probation, it may impact supervisory approval to apply for this opportunity.

  • You must receive permission from your supervisor to apply.

  • This full-time AIC assignment is projected to last a minimum of 12 months with the option to extend another 12 months per business need. The assignment is temporary; at the end of the assignment you will return to your regular position. 

  • Current LD employees may not be able to return to the original LD position.  

  • AIC pay is determined based on the applicable collective bargaining agreement or APM. Please note if your current pay is above the posted salary range you would be placed at the top step of the posted range for the duration of the assignment.

Examples of Duties Performed - Duties may include but are not limited to the following

  • The HIP Analyst will provide overall management for interdepartmental coordination, facilitating communication directly and in large groups as the primary point of contact, ensuring that information gets to and from workgroups, and following up on tasks/commitments with project managers and other staff. 
  • The HIP Analyst will help monitor the progress of City-wide initiatives and the housing units pipeline and will help ensure work is coordinated and aligned with the HIP. 
  • The HIP Analyst will ensure HIP program and policy exploration utilizes the racial equity lens; serves on and coordinates the HIP Racial Equity Team. 
  • The HIP Analyst will work with the HIP data lead to create reports, track progress, and maintain records for the public and City Council. 
  • The HIP Analyst will lead the process of compiling and creating the official HIP 2-year review. 
  • The HIP Analyst will be responsible for other housing and community development projects as assigned and will be responsible for sharing and presenting information to the public, advisory committees, City Council, and internal staff. 
  • Provides professional analytical assistance to HIP leadership, the HIP Strategy Team, community development and other staff involved with housing efforts. 
  • Prepares materials for and presents program information to HIP Strategy Team, HIP leadership, housing-related community member committees/boards, and City Council, if/as needed. Plans and attends meetings for a variety of teams. Collects items from staff that need clarification/direction; facilitates resolution.  
  • May serve as division liaison, including coordination of other staff in Community Development, Planning, Building and Permit Services, Public Works, and other departments, and agencies related to specific projects. 
  • In coordination with HIP communications lead and PDD communications staff, develops, and implements public information activities. Responds to requests for information from the public. When necessary, develops and implements community engagement/involvement for the overall HIP and evaluates and incorporates that public input where needed. Also assists in incorporating public input into individual projects/processes of the HIP when needed. 
  • In coordination with HIP communications lead and PDD communications staff, works to maintain adequate communication and updates internally with City staff and partners.
  • Creates and maintains records for HIP document edits; updates website. 
  • Writes regular public-facing and internal-facing reports to track progress on meeting the community’s housing needs and implementing housing programs. Researching and incorporating new policy objectives as needed.  
  • Acts as representative of the City and makes presentations related to assigned projects in a variety of settings. 
  • In coordination with the HIP data lead, creates a variety of technical and administrative reports for staff, public, and elected officials. 
  • Performs related and other duties as assigned.

  • Establish and maintain cooperative working relationships with those contacted in the course of work. 
  • Apply and interpret Federal, State, and local policies, procedures, laws, and regulations pertinent to City programs. 
  • Work with HIP teams and facilitate decision making. 
  • Perform analytical duties in support of the HIP. 
  • Monitor and maintain organized and accurate program files. 
  • Work independently and as a team member; recognize and set priorities and meet deadlines. 
  • Provide excellent customer service. 

Minimum Requirements: Other combinations of experience and education which meet the minimum qualifications will be considered. For example, relevant professional level experience may be substituted for educational requirements on a year for year basis.  Relevant high-level or complex administrative support and/or paraprofessional experience may be substituted for the required years of educational training on a two for one year basis. 


Education: 

Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area.  Major course work in planning, public policy, construction management, community development, business,  or related fields preferred. 


Experience:

Management Analyst 1 Some recent professional related experience, or one year related responsible paraprofessional experience. Preferred experience includes project management; diversity, equity, and inclusion; policy/project implementation and maintenance;  development; affordable housing; shelter; or social services.


Management Analyst 2 Two years of professional experience in program administration, preferably in the public sector. Preferred experience includes project management; diversity, equity, and inclusion; policy/project implementation and maintenance;  development; affordable housing; shelter; or social services.

Limited Duration employees are those hired for the limited time period specified in this posting. Limited Duration employees are at-will employees and they do not have a probationary period. The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
