Job Description- Fire Chief / Maintenance Technician

Purpose of the Job:

Reporting to the Board of Commissioners, the fire chief will administer, plan, direct and control all aspects of the fire department including administration, fire suppression, fire prevention, rescue activities, and general maintenance for buildings and vehicles of the department. The fire chief will also administer applicable local and federal fire regulations. Administrative duties, comprise planning, directing and controlling all department activities including recruitment of personnel, purchase of equipment, control of expenditures, preparation of budget estimates and the assignment of personnel and equipment. The fire chief consults with the Board of Commissioners on issues of organization, policy and planning, but works independently in supervising technical operations.

The fire chief is responsible for organization and direction of the volunteer fire department in order to ensure that loss of life, property or injury as a result of fire is prevented and/or minimized.

Duties and Responsibilities:

  • Plan direct and supervise the fire department policies & procedures.
  • Establish and implement Operational Guidelines based on best practices and NFPA regulations.
  • Have training programs developed and implemented in accordance with acceptable standards to improve the understanding and skill of all staff in firefighting and rescue procedures and first responders.
  • Ensure adequate records are kept of all required maintenance and training.
  • Inspect firefighting equipment/ apparatus in order to ensure appropriate equipment is available.
  • Make recommendations on the replacement and/or repair of equipment
  • Perform general maintenance and repairs on department buildings and vehicles.
  • Assume the role of Incident Command at emergencies, in order to ensure a safe, effective and controlled response.
  • Prepare and submit an annual budget and long-range plan and keep expenditures within approved limits.
  • Develop and revise a long-range capital plan to keep pace with development.
  • Ensure that all local government policies and procedures are adhered to.
  • Maintain an effective working relationship with all local departments and carry out such. additional duties as requested by the ESD Board.
  • Ensure that inquiries and complaints regarding fire department activities or responsibilities are handled promptly, efficiently, effectively and with courtesy.
  • Coordinate with representatives of neighboring fire departments to ensure adequate mutual aid agreements are in place.
  • Participate in the local and regional emergency planning process.
  • Participate in the Fire Chiefs Association at the local, regional and state level.
  • All other related duties as assigned by the ESD Board.
  • · The Fire Chief reports to the ESD Board.

Organizational Relationship:

Minimum Qualifications:

Minimum Education/ Training /Experience Requirements:

  • Associate's Degree or higher
  • A minimum of 15 years with a fire department.
  • Experience working within an Emergency Services District
  • Progressive responsibility level within the fire service.
  • 10 years experience as a fire department officer.
  • Ability to perform maintenance on building and emergency vehicles.
  • EMT-B or higher
  • CPR Certification
  • Texas Driver’s License
  • Living within the NCESD#4 boundaries is preferred.
  • Must be able to pass a background check, drug screen and physical.
  • Must have training in NIMS 100, 200, 300, 400, 700 and 800
  • Knowledge of fire service ISO ratings

Knowledge:

  • Knowledge of Fire Department Operational Guidelines, policies, procedures and applicable local laws.
  • Knowledge of the NFPA 1001 and 1002 Firefighter Training Standard.
  • Knowledge and training in Incident Command System (ICS).
  • Knowledge of computer software applications, including Word, Excel and Outlook.
  • Techniques utilized for public fire awareness education and outreach.
  • Fire investigation techniques, methods and practices.

Skill & Abilities:

  • Ability to be an effective leader.
  • Ability to perform conflict resolution.
  • Ability to effectively administer the operations of a volunteer fire department
  • Ability to effectively communicate positive public relations for the fire department, members of the public and the ESD Board.
  • Ability to supervise and participate in the preparation of all necessary reports, records and correspondence.
  • Commitment to participate in training programs and workshops.
  • Work effectively under adverse conditions.
  • Administer Emergency Medical Care.
  • Operate an emergency vehicle/pumper in a safe manner.
  • Perform general maintenance on department owned buildings, grounds and vehicles.
  • Perform physically demanding operations quickly and safely.
  • Ability to recruit, train, mentor and direct volunteer firefighters.
  • Ability to maintain fire and EMS certifications

Position Schedule and Requirements

  • Work a standard 40-hour week and be available to respond to calls afterhours
  • Obtain TCFP Basic Structure Fire Suppression within 6 months
  • Obtain TCFP Head of the Department within 1 year
  • Obtain TCFP Instructor Level 1 within 1 year
  • Obtain TCFP Fire Officer 1 within 2 years
  • Obtain Class B Exempt License within 1 year
