GENERAL STATEMENT OF DUTIES:
Under general supervision this position performs a variety of technical duties associated with the collection and analysis of descriptive data relating to small to medium size commercial, residential, and agricultural properties and bare land; conducts property valuations for assessment purposes, including the classification, inspection and valuation of agricultural land and improvements. Performs a variety of complex appraisal duties, including collection and analysis of field and market data in order to determine property values. The Assessor reserves the right to modify or change the duties or essential functions of this job at any time.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:
- Conduct appraisals of vacant, commercial, residential and agricultural properties within Grand County. Visit, inspect, and measure property sites to ascertain stage of development. Take detailed notes on quantity, quality, and composition of construction materials used. Record and/or draw property exteriors, improvements and site boundaries. Indicates area dimensions and calculate square footage. Photograph existing property improvements.

- Examine maps, legal descriptions and building permits to determine and verify property locations and addresses.

- Compare field data with existing real estate records. Update records and property appraisal cards to reflect additions, completions and site changes.

- Conduct property valuation research. Collect and analyze field, market, cost, and income data. Contact developers, municipal departments and other individuals to gather information. Assist in the re-evaluation process.

- Conducts studies of current market data, time adjustments, sales ratios, sales verification, and depreciation.

- Prepares abatements, proration, and Treasurer’s assessments including research of prior values, purpose for the abatement or proration, and recommendations regarding approval or denial.

- Identify and record value estimates and adjustments for properties affected by fire damage, demolition, and other structural or functional problems leading to depreciation. Prorate taxable value of incomplete or damaged property.

- Process and review objections to assessment valuations from property owners. Prepare cases defending value of property. May represent the Assessor’s office as an expert witness before various boards and in District Court in necessary.

- Provides support for Appraiser II or III

- Responds to inquiries from the public concerning appraisals, explains and discusses applicable laws, codes, and procedures with property owners and/or their representatives; may assist the public in completing appropriate forms. Process various appraisal forms and documentation.

- May work with State Auditor to verify real property values.

- Perform other related duties and responsibilities as required.

EDUCATION and/or EXPERIENCE:
Any combination of education and experience or equivalent to High School diploma or GED equivalent. Additional course-work or training in real estate assessment and/or construction experience OR any equivalent combination.

- Basic knowledge of computer software, including file management, internet and e-mail use. Able to learn computer systems related to appraisal. CERTIFICATES, LICENSES AND REGISTRATIONS
A valid Colorado driver’s license with a safe driving record is required
Must obtain Colorado Ad Valorem appraisal license within 2 years of hire
PHYSICAL REQUIREMENTS:
Ability to regularly sit and walk extensive distances.
Ability to occasionally lift and/or move up to 10 pounds.
Ability to use close vision, distance vision, depth perception.
Ability to adjust focus.
WORK ENVIRONMENT:
The employee is occasionally exposed to wet and/or humid conditions; high, precarious places and in and around construction sites; and outside weather conditions.
The noise level in the work environment is usually moderate.
Falling is a hazard.
TRAVEL:
The employee is required to travel frequently with some trips to locations outside the County with required overnight stays.
