GENERAL DESCRIPTION

Performs complex technical and difficult administrative work involving the coordination and management of park projects, preparation and management of bid packages and contracts. Manages the work of private contractors and volunteer groups involved in park improvement projects, prepares and maintains project records, prepares project cost estimates, conducts productivity studies and computation of data involving Park repairs and maintenance.   Supports the management of daily park operations. Performs other duties as assigned.

ESSENTIAL JOB FUNCTIONS

  • Collects, categorizes and computes data for maintenance, operations, productivity studies, planning, capital improvements, programs, preventive maintenance and planned maintenance
  • Assists in the implementation and management of projects funded through the Departmental Capital Maintenance Program (CMP) and Capital Improvement Program (CIP)
  • Manages the Department’s Capital Improvement Incentive Fund (CIIF), Eagle Scout development projects and park improvement projects undertaken by volunteer groups
  • Prepares contracts, specifications, bid packages, cost estimates, construction schedules
  • Interprets maps, drawings and schematics, and provides project management for selected park and recreation projects
  • Manages crew schedules, provides direction to staff, and oversees the work of skilled equipment operators and building technicians
  • Oversees the staff's execution for general park repairs and improvements, and outdoor park facility maintenance and repairs, i.e. restrooms, shelters, etc.
  • Processes contractor pay requests, vendor requisitions, and invoices for acquisition of materials, equipment and supplies
  • Assists in preparation of park operating procedures and maintenance guidelines
  • Performs inventory, data collection for contracts, agreements, specifications, equipment, etc.
  • Answers inquiries from the public concerning services rendered and park programs
  • Assists in the collection and coordination of reports, studies and surveys
  • Handles complaints and inquiries from the public

REQUIREMENTS/PREFERENCES

Education
Required: Bachelor's degree from an accredited college or university with major coursework in Parks Administration, Civil Engineering, Forestry, Turf Management, Landscape Architecture or or comparable education and experience.   
 
Experience
Required: Two or more years experience working with and managing projects to support Parks and Recreation programs. 
 
Certifications/ Licenses
Required: Valid Virginia driver’s license with good driving record. Possession of or ability to obtain a Pesticide Applicators License issued by the State Department of Agriculture, and a Contractor Certificate from the Virginia Department of Conservation and Recreation for Erosion and Sediment Control.
 
Knowledge, Skills and Abilities
 
 
 
  • General knowledge of principles and practices of park administration
  • Working knowledge of parks management practices, construction contracts, project management and computer systems used in parks operations
  • General knowledge of agricultural practices and procedures for cool and warm season turf 
  • Ability to establish effective working relationships with staff, other county departments, contractors, and other service providers 
  • Extensive knowledge of the methods, procedures, equipment and materials associated with general park repairs and projects
  • Ability to collect and analyze data
  • Ability to communicate effectively both orally and in writing
  • Ability to receive and implement directives and instructions involving the work of skilled and semi-skilled workers
  • Ability to handle complaints and work with the public in sometimes difficult situations
 
Additional Requirements
Subject to a complete criminal history and Child Protective Services background search with acceptable results. Following a conditional offer of employment, must pass a post offer physical examination. Subject to twenty-four (24) hour call.
 
Supervisory Responsibilities
Supervises the Park Foreman, skilled equipment operators and skilled technicians for repairs and improvements to park facilities, and the general care for turf, landscaping and grounds.
