Public Health – Seattle & King County is seeking to fill an Epidemiologist II position to support the Analytics & Informatics team. This position is part of the Communicable Disease Epidemiology and Immunization Section (CD-EPI). The position will provide informatics coverage for COVID as well as for general communicable disease support. 
 
The Epidemiologist II position leads bodies of work, is independently responsible for the design of major surveillance infrastructure, and supervises the work of assigned staff. This position is responsible for supporting the development of infrastructures and processes that ensure that data can be collected and reported to health planners and other public health officials to guide policy making and the development of effective disease intervention programs. The Epidemiologist II is responsible for gathering data needed for guiding and evaluating public health programs; designing, implementing, and evaluating disease surveillance systems; planning optimal methods for collecting and managing data, including designing system architectures; and supporting development and maintenance of data pipelines that are needed to identify and prioritize key health issues.

WHO MAY APPLY:
This position is open to all qualified candidates. A Special Duty Assignment (SDA) position is open to all King County career service employees who have completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.
 
WORK SCHEDULE. Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. This position is subject to the Fair Labor Standards Act and is overtime eligible where time exceeds 40 hours per week. Overtime during evenings and weekends may be required as part of emergency response. Alternative work schedules may be considered. Occasional evening and weekend work may be required. At Seattle/King County Public Health we strive to be accessible to those we serve. This position may require flexibility to accommodate different work schedules and work locations.
Some of the work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Extract and merge data from disparate data sources/databases and prepare data for analysis.
  • Conduct data integration using extracts pulled from local, state, and external databases.
  • Consult and coordinate with communicable disease investigation subject matter experts to determine database requirements, design modifications to local databases, and coordinate with partners at the State Department of Health on the design and modification of state-managed databases and data systems, to ensure that they meet local surveillance needs.
  • Contribute to the design of end user databases to organize data, develop tables, and design queries and reports.
  • Create and manage Extract, Transfer, and Load (ETL) data pipelines.
  • Create scheduled and custom reports and develop queries.
  • Conduct data quality assurance, including data cleaning and developing data quality reports and dashboards, and troubleshooting data inconsistencies.
  • Coordinate data exchange across partners.
  • Develop and maintain documentation for system changes.
  • The position may supervise assigned staff.

Experience, Qualifications, Knowledge, Skills

  • Master's degree in epidemiology, informatics, biostatistics, or related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work
  • Expertise programming in SAS or R, including knowledge of methodologies for extracting or creating data sets, conducting text string searches, creating coding efficiencies, recoding data values, writing macros, creating date/time calculations, applying formats to variables, merging data sets, and transposing data
  • Knowledge of large-scale relational databases or advanced knowledge of database design and use in end user database systems
  • Experience creating and managing Extract, Transfer, and Load (ETL) data pipelines
  • Experience with task automation (e.g., automating data analysis programs such as SAS or R, or automating shell scripts)
  • Experience manipulating data from complex databases, including longitudinal data and relational datasets
  • Skill conducting data quality assurance
  • Analytical, problem solving and troubleshooting skills
  • Skill in converting client needs into system requirements
  • Technical documentation skills, including ability to identify and write specifications
  • Planning and organizational skills
  • Strong written, oral, and interpersonal communication skills
  • Ability to work independently with minimal direction, as well as work well on a team
