Metro Transit’s Facilities Division (TFD) is seeking a candidate who will bring a high level of skill and passion to the role of Functional Analyst III (FAIII.) This fast-paced and collaborative team serves as the link between the technical side of systems support and the end-user experience.


Overall responsibilities consist of providing business intelligence, continuous improvement support, and advanced analysis of complex systems by gathering, refining, and translating business requirements into technical specifications. Key focus areas include: business intelligence, assisting with systems upgrades, designing and mapping system interfaces, developing project and system integration test plans, and monitoring systems functionality. The FAIII will be a subject matter expert of a data-based Monthly Business Review (MBR) and sub-metering systems for TFD and work with the TFD MBR Lead and Metro MBR Business Intelligence (BI) team.
    

About the Facilities Division 
TFD is responsible for the management of transit facilities, equipment, and infrastructure. The Facilities Division oversees Transit's fixed-assets management plan, where timely maintenance and renewal of assets are critical to keeping transit facilities safe and in good condition for employees and transit customers.


We are filling one Career Service and one Special Duty Assignment/Term-Limited Temporary. 
  • SDA’s are open to current King County Career Service employees who have passed their initial probationary period or Appointed employees and may be given first consideration in the hiring process.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the FAIII, you will:
 

  • Design, develop, implement, and maintain reporting tables, metrics, and reports that drive key business decisions using third-party BI applications.
  • Prepare performance dashboards, regular performance reports, summaries of results, and interpretations of findings for a wide range of audiences, including agency leadership, employees, and community representatives.
  • Help manage the agency’s Monthly Business Review program, which requires meeting facilitation, providing support and guidance to key contributors, and monitoring the progress of the program at the department and division levels.
  • Lead the education and training of multidisciplinary team members in the use of performance feedback systems and visual management tools.
  • Interface between elements of the business and King County IT to help manage the continuous development cycle of Metro’s Business Intelligence and reporting data platform.
  • Establish and implement effective analysis practices and facilitate the continuous improvement of how the impact is measured. Utilize excellent verbal and written communication skills to interact professionally with diverse groups, senior leaders, managers, and subject matter experts, and convey technical information to non-technical users.
  • Support advanced reporting strategies for Performance and Facility Condition Assessments.
  • Maintain system data and system integrity by evaluating and coordinating the correction of system problems, developing solutions, and creating resolution documentation.
  • Identify and develop measurement tools and indicators; collect, analyze, and evaluate data to determine inefficiencies or weaknesses; provide recommendations for corrective measures.
  • Analyze and design system functionality. Gather, define, and translate complex system requirements into functional specifications. Document findings and specifications, develop system integration test plans, and propose efficiencies and business process improvements.
  • Monitor system functionality. Troubleshoot, track, resolve, and document significant system problems and issues requiring advanced technical expertise.
  • Research, design, data map, develop, test, implement, train and document by utilizing industry standard of SDLC (System Development Life Cycle) to support enterprise application systems, BI reports, application modifications, business process improvements, system configuration changes, and other related application functions.
  • Analyze and test proposed system interfaces, enhancements, and upgrades prior to implementation. Develop acceptance criteria.
  • Establish system security, access portal, call, and change management processes.
  • Facilitate complex system changes by identifying, analyzing, and prioritizing system change requests. Assess potential system-wide impacts of proposed module configuration changes.
  • Prepare system documentation. Draft business cases, complex technical analysis, and data/work-flow documentation; conduct gap and cost/benefit analyses; conduct conceptual review, working closely with IT management in the development of these materials.
  • Provide support, troubleshoot problems, and training to end users on system software.

Experience, Qualifications, Knowledge, Skills

Successful candidates must possess advanced knowledge of information systems, processes, techniques, technology principles, and advanced skills in Power BI. Three years of increasingly responsible technical experience working with information technology, providing business system support/enhancement, and technical problem resolution for system users OR an equivalent combination of education and experience is required.
 
 Minimum qualifications for this position include:

  • Demonstrated ability to simultaneously prioritize workload while maintaining a collaborative and problem-solving environment.
  • Strong ability to write complex system documentation and technical reports using tools to analyze large amounts of data.
  • Experience in creating interactive business intelligence reports that encourage business literacy and curiosity, utilizing BI tools such as MS Power BI or Tableau.
  • Customer service skills such as follow-up, discretion, patience, etiquette, communication, and professionalism.
  • Ability to maintain confidentiality of sensitive information.
  • Ability to deal with others with tact, diplomacy, and courtesy.
  • High level of initiative, self-starter, desire to improve processes.
  • Demonstrated skill in planning, organizing, time management, handling competing priorities, and producing quality detailed work within tight timeframes.
  • Demonstrated skill in applying project management principles and practices.
  • Demonstrated skill in analytical thinking, problem-solving, resolving conflicts, and bringing others to a consensus.
  • Ability to manage and prioritize a diverse workload to accomplish tasks on defined timelines.
  • Ability to present complex research findings and topics in a clear and accessible manner to all audiences. Demonstrated ability to tell a compelling story with data.
  • Ability to identify, evaluate, and recommend service and workplace business process improvements.
  • Skill in working effectively and cooperatively with a variety of individuals from diverse backgrounds.
  • A strong team leader with the ability to lead a team.
  • Demonstrated skills in oral and written communication, including conducting technical training and presentations. Ability to provide clear, understandable training and support to customers and end-users.
  • Advanced skill in relational databases, automated systems data modules, data models, table relationships, and views.
  • Intermediate skills in MS Office Suite and 365: Excel, Word, Adobe Acrobat, SharePoint, and OneDrive.

  • Experience with Asset Management Systems/CMMS (Computerized Maintenance Management Systems).
  • Knowledge and experience using EAM Cognos reporting and Oracle/EBS.
  • Programming and SQL query knowledge.
  • Knowledge and experience in advanced metering software and hardware integration, configuration, and programming. 
Necessary Special Requirements:
A valid Washington State Driver's License and acceptable driving record.

Vacancy Information
This recruitment will be used to fill one Career Service/TLT and one Special Duty Assignment. Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. Normal work hours (start and end time) vary between 6:00 am and 6:00 pm, Monday through Friday.

Teleworking Requirement:

The work associated with these positions will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
   
 Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
