Position: Director of Data and Analytics

Reports to: Chief Executive Officer

Organization Description:

For the last 16 years, the Voter Participation Center (VPC), a 501(c)(3) civic engagement organization, has led the way in recognizing and harnessing the potential power of the Rising American Electorate (RAE) - unmarried women, people of color, and young people - as a vital voting bloc. VPC has positioned itself as the leading experimental and scientific civic engagement organization by accumulating more than a decade's worth of knowledge and experience in registering and turning out the new majority of eligible voters. VPC's programs have consistently proven to be some of the most impactful and cost-effective programs-and to date VPC has registered almost 4 million Americans to vote. VPC continues to innovate with its approach and techniques to impact greater civic engagement, registration, and turnout. VPC's approach to programs incorporates a rigorous approach to data analysis, incorporating randomized trials, and other methods and technologies to determine effect.

The Center for Voter Information (CVI) is a separate but affiliated progressive 501(c)(4) nonprofit that works to engage and persuade both the RAE as well as the broader electorate. CVI also engages in rigorous work to determine net effect and uses other technologies to determine the goals reached in each of its program areas.

Position Description:

The Director of Data and Analytics will manage and execute a strategic data-driven research program supporting VPC's mission to increase the civic participation of historically underrepresented groups in our democracy. Managing a three-person and growing analytics team, the Director of Data and Analytics will be enthusiastic about research methods, randomized controlled experiments and innovations in data and technologies to be used in programs and assessments of results. This person will be adept at and have knowledge of advances in technology that can be applied to VPC and CVI programs. Strong skills in people management and project management are required. The successful candidate will possess strong organizational, communication, and problem-solving skills and have the ability to work independently and effectively in an action-oriented office. Specific Duties:

  • Leads the creation and implementation of a strategic, rigorous Data and Analytics plan designed to maximize civic participation of the Rising American Electorate.
  • Leads Data & Analytics department, directing staff, consultants and managing resources towards overall strategic plan.
  • Directs the data for all voter contact programs, ensures that data and analysis are both error-free and on-time, manages the development of predictive models, leads the design and implementation of experiments, coordinates the research agenda, manages VPC's analytics infrastructure, and contributes to the design of new mobilization programs.
  • Explores new data sources and new innovations, determining which are most strategic for overall goals and how best to incorporate, both internally and externally.
  • Works closely with partners across the civic engagement community on shared goals of maximizing voter participation and evaluating programs.
  • Develops and maintains granular, cycle-long reporting structure for internal staff, stakeholders, and external partners that informs strategic decisions.
  • Contributes to overall programmatic strategy and serves as an ambassador for VPC's analytics research and results.
  • Serves as a key member of the program strategy team.

Skills and Qualifications

  • Strong people management and project management skills.
  • Strong communication and presentation skills with the ability to organize complex ideas for others to understand.
  • Experience leading a political data and analytics team.
  • Experience designing and executing randomized controlled trials.
  • Proficiency in R, Stata or similar languages and familiar with new advances in data analysis.
  • Proficiency in SQL.
  • Creative thinking and ability to be a strategic player in the design of programs.
  • Understands the utilization of statistical models.
  • Contributes strategically by looking at the data.
  • Translates program results for others to use.

Nice-to-Haves:

  • Experience working with large scale direct voter contact programs (field/mail/SMS).
  • Understanding of statistical analysis techniques and latest innovations.
  • Familiarity with the academic literature on voter registration, mobilization, elections, public opinion, and interest group advocacy.
  • Experience with machine learning, data mining, and predictive modeling.
  • Experience with data warehousing.

The annual salary range for this position is $120,000 - $130,000, commensurate with experience. VPC/CVI offers an excellent benefits package, including 100% coverage of healthcare premiums.
