JOB SUMMARY: This position will serve as a Community Relations public outreach planner to support WTD major capital improvement projects for the Community Services work group (CS), Environmental & Community Services Section, Wastewater Treatment Division (WTD), Department of Natural Resources & Parks. The person in this position will support WTD multi-disciplinary capital project teams, and serve on the CS group’s emergency response standby team, which requires one week of 24-hour availability every six to eight weeks. The person in this position will be expected to actively support the division’s work to advance social equity and racial justice. 

WORK LOCATION: Following the guidance given in the "GreenWhereWeWork" initiative of the Department of Natural Resources and Parks, this position will work remotely. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work. 
 
OFFICE EQUIPMENT: A laptop will be supplied by King County. 
 
WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday.

Job Duties

The successful candidate will:
  • Work effectively with WTD project teams and affected community members to gain community acceptance for WTD project goals and activities. 
  • Analyze community relations issues, threats and opportunities that may affect the success of a WTD project or initiative. Assignments may include capital projects with significant construction impacts for the community.  
  • Provide planning, assessment and advocacy for equity and social justice on WTD capital projects. Identify equity opportunities for projects during design. Develop and implement strategies to meet identified opportunities through project completion. Advise managers on appropriate activities to build community acceptance for projects as circumstances change. 
  • Develop and implement public involvement plans for projects and programs to provide responsive customer service and equitable outreach for affected community members during all phases of the project. Ensure appropriate documentation of all public communications and outreach activities for assigned projects. 
  • Effectively communicate the details of wastewater management and construction projects, plans and programs orally and in writing. Audiences typically include elected/appointed officials, agencies, environmental and business representatives, neighbors of construction sites and the general public.  
  • Be regularly available to respond to project inquiries and emergencies on nights and weekends as necessary.  
  • Support the community relations elements of the Wastewater Treatment Division emergency response program, which requires night and weekend availability on a rotating basis. 
  • Support King County’s social media efforts. 
  • Design, implement and facilitate successful outreach activities including public events.  
  • Direct the work of consultants: delegate assignments appropriately; provide quality control and timely delivery of work products; and determine the best use of consultant and county staff resources. Participate in consultant procurement processes. 
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Experience with public outreach planning and implementation, public communications, customer relations or environmental sciences/studies or closely related field or the equivalent combination of education and experience 
  • Ability to plan and implement community relations for multiple construction projects with significant community impacts, conduct a number of tasks and projects concurrently, and to meet competing deadlines 
  • Excellent oral and written communication skills 
  • Ability to:  
    • Work effectively and equitably with racially and culturally diverse individuals and communities 
    • Provide strong customer service to internal and external customers 
    • Plan and implement effective, culturally competent public outreach campaigns, including goals, objectives, tactics and schedule 
    • Build support among diverse audiences for recommendations and/or project decisions  
    • Identify and solve problems for project teams and leads  
    • Manage work adaptively to accommodate changing circumstances, different perspectives and competing priorities  
    • Use plain language to simplify technical concepts for general audiences, including people with limited English proficiency 
    • Serve as a settling influence in a crisis 
    • Resolve disagreements or interpersonal issues promptly, respectfully and discreetly  
 
NECESSARY SPECIAL REQUIREMENTS:  
  • Willingness to report to work and perform work duties remotely in support WTD projects, programs and outreach. 
  • Ability to use software that supports the delivery of a work product, including Word, Outlook, PowerPoint and Excel, various social media platforms and databases 
  • A valid Washington State Driver's License or alternate ability to get to meetings and field sites not served by transit at varying times of the day   
  • Ability to safely traverse industrial facilities and construction sites that may include uneven surfaces and ability to move over materials on the ground such as 4-inch hoses 
  • Night and weekend availability as necessary, including at least one week a month of 24-hour availability in support of WTD’s emergency response program 

HIGHLY DESIRABLE: 
  • Experience with WTD’s equity and social justice implementation processes on capital projects 
  • Experience leading public agency efforts to empower community-based organizations to create information sharing with communities of color 
  • Knowledge of government operations, planning techniques and principles 
  • Familiarity with Project Management Institute (PMI) project management techniques, government permitting processes, public utility issues and communications methods to support on large-scale infrastructure projects 
  • Working knowledge of construction techniques, contract plans and specifications 
  • Experience working with graphic designers, printers, mail services and other professionals 
  • Experience planning and coordinating logistics for large and small events and troubleshooting emergent problems
