Summary


The Central Employee Services Division (CESD) within the Department of Human Resources (DHR) seeks an experienced, dynamic, and motivated professional for their Deputy Division Director.
 
Who We Are:
The Department of Human Resources’ mission is to provide strategic human resources leadership, modernized systems, customer-focused services, and tools designed to support the management, growth, and development of the King County workforce. The Central Employee Services Division is a division within DHR. Ensuring the health and safety of employees is the County’s number one priority and the division provides integrated services in the areas of Safety and Claims (Workers’ Compensation), Disability and Leaves, Balanced You (Well-being) and Employee Giving, Employee Assistance Program, Benefits Strategy, as well as Benefits, Payroll, and Retirement Operations. As a self-insured entity in Washington State, the County self-administers its Workers’ Compensation program.

The work we do requires strong connection and collaboration with peer departments and across the County. We deliver a broad range of programs that are both County-wide and department specific, all through an anti-racist and pro-equity framework guided by our True North and Values, the six pillars of our Investing in YOU strategy, and the Equity and Social Justice Strategic Plan.  
 
We seek a Deputy Division Director to oversee two or more sections of CESD as well as provide leadership, management, and oversight for the division in the Division Director’s absence. Sections will be determined based on the skillset and experience of the candidate selected.

Other Position Information
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is not represented by a union and is classified as a Deputy Division Director-Employee Health and Safety; class code: 1193110.

Job Duties

  • Apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. This is a daily responsibility and foundational expectation for all King County employees. 
  • Provide strategic partnership to Division Director.  
  • Lead, manage, and oversee two or more of the following services provided by the Central Employee Services Division: 
    • Safety Programs: Provide ergonomic evaluations to reduce repetitive motion injuries; manage occupational safety programs such as workplace sampling (noise, air quality), hearing conservation, and pre-employment physicals; and train employees in life-saving practices such as first-aid, Automated External Defibrillator (AED) use, defensive driving, forklift safety.   
    • Workers’ Compensation: Process and manage claims for on-the-job injuries or accidents. 
    • Disability Services: Consult with agencies to provide reasonable accommodations to help keep employees at work when they face a permanent or temporary disability; administer transitional duty assignments through the Reassignment Program.   
    • Balanced You and Employee Giving: Deliver programs to support the physical and mental well-being of employees, including mindfulness, mental health, flu shots, activity centers, and financial planning. 
    • Employee Assistance Program (EAP): Delivers direct services and support to employees regarding delicate and complicated employee matters. 
    • Benefits, Payroll, and Retirement: Assists employees with medical, vision, and dental plan options; life and disability insurance; medical and dependent care reimbursement accounts; leave programs; payroll; and retirement planning. 
      • Leaves Administration: Consult with agency HR staff, managers, and supervisors on complex cases to ensure all absences are handled appropriately and equitably; ensure compliance with Federal, State, and County laws as well as leave absence policies. 
  • Facilitate and direct the development and review of operational performance metrics to ensure the division meets its goals and assist in areas of process improvement and standard work efforts. 
  • Assist in leveraging resources to deliver programs and services.
  • Implement strategic direction to support planning, process improvement, new policies, and initiatives to move the division forward in alignment with CESD’s vision and strategic goals. 
  • Work with diverse stakeholders across the County where division services overlap to provide support with communication and implementation efforts. 
  • Support efforts to build strong senior and extended leadership teams, foster a positive environment in diverse work situations, create strong morale, instill the division vision and purpose, and encourage open dialogue.
  • Work collaboratively with DHR leadership, HR management, and King County department/division/section leaders to support, develop, design, and implement various Human Resource programs, strategies, and initiatives.
  • Facilitate optimum utilization of County resources, such as methods, equipment, materials, funding, and people, through effective management practices to accomplish established short- and long-term goals.
  • Perform other duties as assigned. 

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications

  • Six years of increasingly responsible management experience in human resources, safety and claims administration, disability and leaves administration, benefits and payroll, or employee health and well-being programs; and
  • A Bachelor's degree in Human Resources, Business Administration, Public Administration or a related field; OR
  • An equivalent combination of experience and education that provides the required knowledge, skills, and abilities to successfully perform the work.
Other Qualifications
  • Experience working with people from diverse backgrounds including people of color, immigrants, refugees, women, LGBTQ+, people living with disabilities, and veterans.
  • Strong and active supervisory skills.
  • Clear and effective communication and presentation skills, both oral and written, with the ability to communicate with individuals at all levels both internally and externally.
  • Skill at goal setting with the ability to organize people and activities to accomplish strategic work plans.
  • Skill and demonstrated experience in developing and establishing process improvements, and developing innovative approaches to problem solving, working collaboratively, and implementing various programs.
  • Skill in system/organizational analysis.
Desirable Qualifications
  • Public Service experience.

Teleworking Requirement
The work associated with this position will be performed predominantly through telework, complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
