King County Metro has two opportunities for Program Managers (Project Program Manager IV) to develop and manage projects in Metro Transit's Safety, Security, and Quality Assurance (SSQA) division. The successful candidates will bring creativity and a track record in project management.

Safety Management System (SMS) Implementation Program Manager (18 Month TLT/SDA with possibility for extension)
Under general direction, perform a variety of progressively complex duties related to SMS planning, implementation, and oversight to ensure the agency's compliance with FTA regulations. You will lead and manage all efforts associated with Metro Transit's SMS program and direct and oversee all SMS regulatory efforts. In this role, you will also lead SMS Implementation Committee efforts and meetings related to compliance and continuous improvement efforts and ensure that the agency's hazard and risk assessment activities are developed in coordination with internal and external stakeholders, implemented effectively, and appropriately applied to the continuous improvement process.

Senior Quality Assurance Audit Program Manager (Career Service)
Under general direction, create and implement a comprehensive compliance audit program, including leading and performing related activities and technical reviews. You will prepare required reports; plan, perform and independently lead audits in accordance with Federal, State, and local requirements for all modes of transportation operated by King County Metro Transit Department and its contractors; provide subject-matter expertise and assist in the development of corrective action plans; conduct exit debriefings, participate in rating hazards associated with findings, and track findings to completion. You will lead and perform compliance audits, reviews, assessments and field verification activities.

Job Duties

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As a SSQA Program Manager you will:
  • Manage complex projects, including cross-divisional and inter-departmental efforts.
  • Oversee day-to-day project activities, issues, risks, quality, and budget; develop breakdown structures, schedules, and resource assignments; monitor progress of projects.
  • Oversee data gathering, analysis, and reporting on project progress.
  • Reports project progress to senior leadership and align deliverables to Safety, Security and Quality Assurance priorities.
  • Prepare and/or coordinate with appropriate staff Requests for Proposals, Requests for Information, and Requests for Bids; develop, negotiate, and review contracts associated with the assigned project; and manage vendor relationships.
  • Serve as agency subject matter expert on projects and communicate to internal and external stakeholders, including senior leadership.
  • Foster partnerships and collaborate with internal and external partners to leverage opportunities to improve safety; promote equity through program development and by fostering a diverse and inclusive work environment; develop and implement a system of accountability throughout all levels of the organization.
  • Oversee the development of new policies and standard operating procedures as needed.
  • Support team members in maintaining project plans, project outcomes, organizing workgroups, stakeholder engagement, and maintaining project timelines and alignment with other teams as needed.
  • Conduct independent research to design recommendations for leaders that best align leader vision, business and technology strategies, and Metro priorities.
  • Recommend appropriate platform and application solutions to organize, sustain and continuously improve business tools to meet organizational health, Division and all Metro needs.

Experience, Qualifications, Knowledge, Skills

Demonstrated experience in project and program management or equivalent experience that provides the skills, knowledge, and abilities to perform the key roles and responsibilities of the position.
  • Experience leading large, complex projects aligning business needs and leader vision.
  • Experience with program development work and knowledge of project management principles.
  • Demonstrated history of successfully delivering projects on time and within budget.
  • Advanced knowledge and understanding of complex organizational business systems and practices, business systems integration and design, workflow analysis, and process re-engineering.
  • Ability to evaluate regulatory requirements and successfully develop, implement, and maintain programs to ensure compliance.
  • Strong communication skills, with a proven ability to partner and collaborate with customers on projects and work requests, help identify business requirements, document business processes, and recommend solutions.
  • Proven ability to think analytically, problem solve, resolve conflict, and bring others to consensus.
  • Customer service orientation and skill in working effectively and cooperatively with a variety of individuals from diverse backgrounds.
  • Knowledge and understanding in the application of complex functional analysis, automated systems testing procedures, data analysis, design, and troubleshooting applications.
  • Ability to successfully manage leader and sponsor relationships, comfort working with people in senior leadership positions.
  • Demonstrated experience building and supervising effective cross-functional teams in diverse work environments while creating strong morale, instilling vision and purpose.
  • Self-starter who can lead or participate as a member of a self-directed work team and utilize the resources of other team members. Ability to apply project management principles and practices.
  • Must be able to handle multiple competing priorities and produce quality detailed work within tight timeframes.
  • Knowledge and experience in MS Office 365, SharePoint, Teams, and other technology programs.
  • Possess a valid Washington state driver's license (or ability to obtain Washington state driver's license upon hire) or alternate ability to travel to off-site locations.
Competitive Candidates Will Have (but not required)
  • Knowledge of rail, bus, paratransit, and/or streetcar operations and maintenance strongly preferred.
  • General knowledge of Federal Transit Administration (FTA) and Washington Administrative Code (WAC) regulations, and transit industry best practices
  • Knowledge of Safety Management System (SMS) development, implementation, and maintenance.
  • Transportation Safety Institute (TSI) Transit Safety & Security Professional (TSSP) Bus and Rail required or must be able to attain both in 3 years from hire (may include requirement to travel).
  • Public Transportation Safety Certification Training Program (PTSCTP) certification in bus and rail required or must be able to attain both in 3 years from hire (may include requirement to travel).
  • Desirable licenses, certifications, and trainings: Certified Quality Auditor (CQA), ISO 9001, 14001, or 45001 Lead Auditor training, TSI Transit Safety and Security Audit course preferred.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. Work schedule is normally Monday through Friday, 40-hour work week. Variations may be required depending on the needs of the work.

Teleworking Requirement The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
