The Housing, Homelessness, and Community Development Division is seeking qualified internal applicants for a Special Duty Assignment to serve as the Asset Management Program Manager III. The successful applicant will be responsible for ensuring oversight and continuity of critical Asset Management functions for up to 30 days to cover the current Manager’s leave. Responsibilities will include responding to housing provider requests, coordinating with public funders on property inspection schedule and overseeing the Asset Management team and workload. Given the short-term nature of the need, HHCDD is seeking to elevate a current division employee to lead the Asset Management functions during this time. The position is expected to last up to 30 days. 

To be considered for the assignment, candidates must be in a current career service position and have passed their initial probationary period.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) position anticipated to end August 1, 2022 but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17. 

Teleworking Requirement 

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situationsKing County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Supervise two Asset Management staff to maintain portfolio compliance and respond to provider requests for changes.
  • Coordinate with public funder partners to determine inspection schedule and division of work for inspections pipeline that was temporarily waived due to COVID.  Implement and oversee schedule and deliverables.
  • Onboard and supervise new Asset Management TLT staff. 
  • Monitor annual data reports from providers to identify missing information and steps needed to collect accurate and complete data.  
  • Oversee and manage internal and external requests for information on affordable housing portfolio and projects. 
  • Serve on HHCDD Management Team, represent Asset Management’s interests to solve problems and communicate critical information to Asset Management team.  
  • Coordinate with Capital Programs Manager, HFP Manager, and PAO to address provider requests.    
  • Perform other related duties as assigned. 


Experience, Qualifications, Knowledge, Skills

  • Experience working in affordable housing, asset management or property management.
  • Working knowledge and technical experience of HUD requirements and contract compliance for CDBG and HOME programs, as well as the Low-Income Housing Tax Credit (LIHTC) program. 
  • Demonstrated experience supervising staff and managing projects to meet multiple objectives and deadlines.
  • Demonstrated ability to work collaboratively with multiple stakeholders including public funding partners, nonprofit housing providers and internal leadership to assess challenges, identify potential solutions, and implement action to solve problems.
  • Familiarity with local, state and federal affordable housing fund sources.
  • Excellent written and oral communication skills and the ability to distill complex information for presentation to non-technical audiences. 
  • Demonstrated ability to work with a diverse range of stakeholders who may have markedly different perspectives, including individuals, teams and agencies.
  • Experience building trusted working relationships with communities of color and other historically marginalized communities.
  • Ability to work with various database tools, generate reports and present information cogently.
