JOB DESCRIPTION

Local Area Manager

PROGRAM: Head Start/Early Head Start/ Child Care Partners

RESPONSIBLE TO: Director

MINIMUM QUALIFICATIONS: Bachelor degree in Early Childhood or related field required. Minimum three years of Head Start, Early Childhood, or related field experience. Management experience in supervision, coaching, and mentoring staff desired.

Must be able to stand, sit, bend and walk for periods of time to meet job requirements. The manager must have strong ability to be flexible, organize, prioritize, and manage multiple sites. Must have physical and TB test, and be able to lift up to 50 lbs. Must possess a valid driver's license and automobile liability insurance or have reliable transportation as job may require some travel that will be reimbursed based on OVEC's travel policy. All Head Start positions must clear and pass state criminal history records check and sex offender registry check prior to hire date and pass Child Abuse and Neglect state registry check (CAN) within 90 days of hire.

GENERAL RESPONSIBILITIES: Provide supervision to all teaching and support staff in designated locations. Provide coaching, mentoring, and support to family services, administrative and classroom staff in the assigned geographical areas. It is the expectation that the Instructional and Family Services Manager will spend the majority of their day in the classroom. Assess that overall program quality adheres to all state laws, licensing regulations, Head Start Performance Standards, OVEC Policy and Procedures, and instructions from Director and/or Specialists.

SPECIFIC RESPONSIBILITIES:

1. Comply with Head Start Performance Standards as well as Kentucky Childcare Licensing regulations and Head Start and OVEC Policies and Procedures.

2. Understand and comply with Child Care Licensing, STARS, ITERS (Infant Toddler Environmental Rating Scale), and ECERS (Early Childhood Environmental Rating Scale) as applicable to position.

3. Supervise and monitor performance of classroom staff, family services staff, substitutes, and volunteers according to the organizational chart.

4. Work in partnership with Childcare Directors and Owners to ensure compliance with partnership contract and Performance Standards.

5. Perform staff evaluations and monitor Professional Development plans.

6. Ensure all staff adhere to job requirements and OVEC policies. Complete corrective action when needed on any performance issues.

7. Monitor and maintain facility standards and conducting regular inspections of each center and request work as needed according to policy.

8. Support family services role to include monitoring of teamwork between family services and teaching staff, monitor health and family services requirements and attend family services events and home visits as needed.

9. Assist Head Start Director, Staff Development Specialist, and other program specialists with identifying training needs of assigned staff. Coach, train and mentor staff based on identified needs.

10. Develop and implement quality assurance activities including classroom monitoring and observations.

11. Collaborate with local agencies/school districts to assist in meeting the needs of children/families.

12. Coordinate on-site staff meetings and other meetings deemed necessary by Director/Specialists. Meetings may include training, center issues, sharing information and program planning.

13. Will complete ITERS/ECERS and CLASS observations as required and offer feedback and support to classroom staff.

14. Obtain and/or maintain valid KY trainer credential.

15. Obtain and/or maintain valid CLASS reliability certification.

16. Monitor ADP for accuracy and preliminary approval.

17. Monitor the Administrative Services Coordinator to ensure job duties are carried out according to their job description and the OVEC Head Start policies.

18. Work with families related to childcare billing issues, outstanding balances and classroom concerns.

19. Additional duties as assigned.

COMPENSATION: Annual contract with a maximum contract of 240 days. Salary based on rank and experience in accordance to OVEC's Head Start/Early Head Start Classified Employee Salary Schedule.
