Summary

This position resides within the Health Information, Release and Records Management Section of Public Health Seattle & King County. The purpose of this position is to provide support to the Patient Identity, Public Records and Health Information Management (HIM) work in the section, and general HIM projects. The overall responsibilities include program planning and analysis as well as oversight and implementation of program specific goals and objectives. The duties of this position are often sensitive in nature, and require timely responses. Attention to detail and the ability to maintain confidentiality is a requirement of the position. This recruitment may be used to fill more than one position.
 
 This TLT or Special Duty is anticipated to last through the end of September with the possibility to extend longer.
 
 WHO MAY APPLY: This full-time position may be filled as Term Limited Temporary (TLT), and is open to all qualified applicants, or Special Duty assignment for current King County Career Service employees who have passed their probationary period.  Current King County employees must have permission from their supervisor to be eligible for the Special Duty assignment.
 
 WORK LOCATION & SCHEDULE: The Compliance Office is located in the Chinook Building at 401 5th Avenue, Downtown Seattle. This position may require travel to other King County locations.
 
 This position will work a 40 hour work week (1.0 FTE), working 8:00-5:00 five days a week.  The position is Fair Labor Standards Act (FLSA) Non-Exempt and eligible for overtime pay.

Job Duties

1. Public Records Act Requests

  • Manage and oversee response and assignment of routine public records requests in the Public Disclosure inbox, including environmental records requests.
  • Flag complex or unusual requests for the Public Records Officer, and assist in ensuring responses and follow-up requirements per RCW 42.56 are met.
  • Assist in gathering and identifying responsive records for more complicated requests, including tracking staff responses, and providing technical assistance to staff in searching for records at the direction of the Public Records Officer.
  • Serve as an owner/administrator for the Environmental PRA Sharepoint site.

2. HIM Program Support
  •  Manage and oversee the purge of inactive records from clinical sites, including coordination of database reports and updates with the Patient Identity Analyst in HIM, and serving as the primary customer service contact for purge support to clinical sites throughout Public Health.
  •  Provide support in patient duplicate resolution to sites throughout Public Health, including assistance in prioritizing and resolving duplicates, and reporting on progress towards improving program metrics.
  • Provide assistance to HIRRM Manager by conducting research on best practices in HIM, and gathering, compiling, analyzing and reporting data to the HIRRM Manager to support policy development in the department.
  • Staff the HIM Steering Committee by developing agendas, manage scheduling of meetings, and developing agendas, reports and other documentation as required by the Committee. 

3. Policy Oversight in Public Health
  • Facilitate policy review and approval for all department-wide policies in Public Health. 
  • Ensure policy requirements at the executive level are met for all department policies, including periodic review.
  • Serve as the point of contact for stakeholders in developing policies for the department level.

4. Risk Management Program support
  • Provide oversight of processing subpoenas and court orders for records and staff testimony. Notify and schedule staff for deposition or testimony. Ensure collection of records and release of records in compliance with legal requirements of subpoenas and court orders.
  • Implement logging and tracking system for subpoenas and court orders received by the department.
  • Work with Risk Manager to ensure that all requirements are addressed for subpoenas and court orders received by Public Health.

  • Demonstrated ability to maintain the confidentiality of sensitive information
  • Demonstrated skills using programs such as Word, Outlook, Excel, Access, Adobe Professional, and Power Point

Desired Qualifications:
  • Bachelors of Arts in related field OR five or more years of experience performing the duties of this position
  • RHIT or RHIA certification
  • Paralegal or other legal background or experience working in a legal compliance environment
  • Working knowledge or experience in healthcare or public health practice
  • Working knowledge of state and federal privacy and public records laws
  • WAPRO certification as a public records officer
