Job Summary

** This is a BHSH System Corporate position and can be located in either one of our corporate offices in Southfield or Grand Rapids. We will also consider candidates that prefer to work out of Lansing or Washington DC **

Serves as proactive and strategic systemwide executive leader for Government Relations and Public Policy for the BHSH System. Develops and leads the dynamic team of professionals responsible for our Federal and State legislative and regulatory relationships and advocacy. Responsible and accountable for setting cohesive local, state, and federal strategies to further BHSH’s mission, vision and strategy. In close collaboration with the BHSH executive leadership team, develops and directs the public policy and advocacy vision and functions of BHSH, encompassing the delivery system and Priority Health. Directs the regulatory affairs function for the significant and often strategic area of Certificate of Need (CON). Closely collaborates with internal teams to inform strategy and educate on public policy, including; Corporate Communication and Marketing, Legal, Risk & Compliance, Community Relations, Finance, Quality staff and others across the System in the proactive development of public policy solutions. Monitors all legislation that may affect BHSH, facilitate interpretation and action plans. Anticipate, research, and communicate public policy implications within our integrated health system. Ability to navigate, appreciate, and support diverse perspectives from across the state.

Essential Functions

  • Leads the government relations and public policy function of the System by relying on the following core competencies: 1) Thoughtful, visionary and proactive developer of policy strategy to advance our legislative and regulatory agenda and ultimately our mission and vision . 2) Strong communicator and listener, ability to influence people and advocate for key issues; and 3) Ability to anticipate and synthesize key opportunities and threats, develop and prioritize recommendations for positioning, advocacy and investment
  • System leader for government relations and public policy with responsibility for ensuring consistent public policy advocacy messaging and approach Systemwide. Main direct contact for System President and CEO, SLT, Divisional leaders and Regional Market Leaders. Presents to and advises Boards and Committees.
  • Proactively identifies and recommends to SLT and the CEO the top federal, state and local public policy advocacy priorities that will advance the mission, vision and strategic goals of the System.
  • Proactively develop and maintain relationships with elected government officials and their staffs, as well as with regulatory and administrative officials, to further BHSH’s mission, vision, and strategy.
  • Establishes BHSH System and its executive leadership as public policy thought leaders, including but not limited to through articles, speaking opportunities and testimony before legislative committees.
  • Develop and direct System-wide legislative and policy efforts relating to insurance/consumer and hospital/physician/patient care. Advocate for and influence sound local, state and federal public policy that furthers BHSH’s mission and strategic plan. Obtain positive results.
  • Collaborate, partner, and build coalitions with local, state and national stakeholder associations and organizations to more effectively advance BHSH advocacy priorities.
  • Primary external public policy spokesperson with significant external exposure and interaction with federal and state legislators, administration staff, regulators, and community/business leaders while representing and advocating for BHSH. Conduit for communication back to BHSH executives.
  • Proactively develop and direct internal System-wide messaging and communication on BHSH’s public policy positions and development
  • Direct and facilitate the external public policy advocacy and government relations functions of the BHSH System. Coordinate the efforts of contracted consultants/lobbyists in Washington and Lansing.
  • Develop and direct plans to protect and enhance federal and state funding initiatives and policies that often represent tens or hundreds of millions of dollars to the BHSH System.
  • Directs regulatory affairs function in the significant and often strategic area of Certificate of Need (CON).
  • Develops and leads dynamic team of highly skilled government relations and public policy professionals. Create and maintain a team atmosphere. Develop and manage department budget and approve all related expenses.
  • Ensure the System complies with and adheres to state and federal lobby laws. Responsible for preparation and submission of BHSH System lobbying reports.
Qualifications
  • Required Bachelor's Degree
  • Preferred Master's Degree Law degree, MBA, MPH or similar
  • 10 years of relevant experience leadership experience Required
  • CRT-Lobbyist, Registered
