General Statement of Duties

Controls and supervises inmates during Eugene Municipal Court in -custody court proceedings to ensure proper security and control of inmates in a secure jail environment or
an unsecured courtroom. Assists inmates with completing Municipal Court paperwork, including applications for court-appointed attorney and release agreements. Fingerprints and photographs and does general intake of subjects after court appearances to ensure agency compliance with State and Federal criminal identification laws. Coordinates and conducts the transfer and transport of prisoners. Operates video arraignment equipment.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Facilitate in-custody Eugene Municipal Court proceedings (e.g., arraignments) at the Lane County Jail.
  • Punctually respond to the Lane County Jail as scheduled. Gather inmates from booking area and escort them to the jail courtroom.
  • Read and understand court documents to determine which inmates will need to complete applications for court-appointed attorney.
  • Assist inmates with completing applications so the judge may make a determination as to the inmate's qualification to receive court-funded legal representation.
  • Utilize audio-visual equipment to allow inmates to view an Advice of Rights video prior to court.
  • Supervise inmates in courtrooms.
  • Utilize verbal communications and / or lawful physical force to maintain control of the courtroom, and/or with inmates being transported.
  • Maintain custody, control and supervision of adult inmates convicted of or arrested for a criminal offense and confined in the Lane County Jail.
  • Conducts general intake of inmates including fingerprints, photographs, and frisking.
  • Supervise all inmates in an unbiased manner regardless of offense.
  • Monitor inmate activity and movement to ensure security and safety.
  • Maintain awareness and effectively address behavioral and security risks.
  • Intervene in and control acts of negative behavior and violence.
  • Provide inmate restroom breaks as needed.
  • Facilitate inmate conferences with attorneys and social workers.
Communicate effectively with jail personnel, court personnel, attorneys, and social service workers.

Operate fingerprinting and photography equipment to collect fingerprints and photographs of defendants following court appearances..

Coordinate and conduct transfer and transport of prisoners between the court and correctional facilities.

Ensure court security by escorting and remaining with defendants in the courtroom. Take persons into custody when ordered by a judge and arrest persons on outstanding warrants. Operate video arraignment equipment as necessary.

Serves as contact person to citizen inquiries and provides information on public safety regulations, policies and procedures as appropriate.

Refers people to appropriate criminal justice and/or social service agency; frequently deals with irate or difficult citizens.

Safely operate a City-owned vehicle in moderate to heavy traffic.

Actively supports and respects diversity in the workplace.

Attends required training classes.

Performs other duties as required.

Qualifications

Knowledge of:

  • Prisoner transport, safety, security, laws, rules and regulations related to jail and municipal court operation.
  • Courtroom procedures, including arraignments, Trial Status Readiness conferences, and conferences with attorneys and other judicial / social service workers.
  • Basic forms and other information utilized during in-custody and out of custody court proceedings.
  • Eugene Police Department policies, including but not limited to report-writing, radio procedures, and use-of-force.
  • Online computerized resource systems, or the ability to learn in a reasonable amount of time.
  • Various state and local criminal, and civil laws, codes, and ordinances, and their application.
  • Basic arithmetic and mathematics principles as well as proper English grammar, spelling and usage. 
  • Operation of firearms and other corrections equipment Safety and health hazards
    Use of defensive tactics
  • Report writing techniques, crime coding system.
  • Principles of First Aid.
Skills:
  • Ability to understand and follow policies of the Eugene Police Department, Lane County Jail, and Eugene Municipal Court and to make decisions in accordance with established guidelines.
  • Ability to use effective verbal, telephone, radio, and written communication skills to prepare clear and concise reports and to present findings in an objective and professional manner.
  • Ability to form and maintain positive, professional working relationships with court staff, jail staff, members of the Eugene Police Department, attorneys, and other personnel.
  • Ability to use initiative and good judgment in completing tasks and responsibilities.
  • Ability to remain calm and controlled in varied situations, including dealing with people who are uncooperative, hostile, and / or exhibiting reduced mental capacity; effectively enforce non-violent code requirements.
  • Ability to learn skills in appropriate use of defensive tactics techniques including OC spray, handcuffing, and physical control holds to defend against physical attacks and maintain control of physically uncooperative subjects.
  • To respond quickly and calmly in potential emergency situations, being aware of limits of authority.
  • To perform basic clerical duties such as composing and typing correspondence and inspection/survey reports, filing alphabetically and numerically.
  • Have and maintain a driving record which meets City of Eugene safety standards.
  • Operate, use and maintain a variety of police/corrections tools in a safe and effective manner, such as police radios, various types of weapons and defensive tools, handcuffs, hobbles, fire extinguisher, first aid kit, and other specialized equipment. Check equipment and tools for condition and performance.
  • Ability to stand and walk for extended periods.
    Ability to effectively monitor a group of up to 30 or more unrestrained inmates in an in- custody courtroom setting.
  • Ability to explain court procedures to inmates, including those who are in custody for the first time.
  • Ability to train assisting personnel as needed.
  • Ability to learn and apply principles of municipal jail operations.
  • Ability to qualify for access to computerized city and criminal justice files.

Education: High school diploma or equivalent

Experience: Some experience in a related field, Police Academy or Military Police.


Licenses & Certificates:

Oregon Driver’s License (ODL) 

Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355). 



Successful completion of DPSST Corrections certification within 18 months of date of hire.


Successful completion of EPD's basic firearms training within 30 days of hire.

The successful candidate will need to meet Oregon Department of Public Safety Standards and Training (DPSST) Corrections Officer certification standards and be Certified as a Corrections Officer within 18 months of appointment. (i.e. No Felony convictions)


Must meet minimum physical and psychological requirements as determined by DPSST and/or advising physician and psychologist.

The City reserves a right to select candidates from a standby list for available testing sessions.

*Currently, we are not able to accept prior results, National Testing Network results, or results from other agencies.

  • Interview: January 23-26, 2022 (Sunday-Wednesday). Out of state applicants will be given preference for interviews on Sunday, January 23rd, 2022.
  • Full Background completed by March 10, 2022.
  • Chief Interview: March 14th, 2022. 
  • Psychological Evaluation and Medical ExamMarch 15-24, 2022.
  • Projected Date of Hire: April 25, 2022.
