Summary

THIS TERM LIMTED TEMPORARY (TLT) OR SPECIAL DUTY ASSIGNEMNT (SDA) IS FOR UP TO SIX MONTHS. 

King County’s Facilities Management Division (FMD) is searching for a leader to serve as Deputy Director of Operations for the division. King County is one of America's fastest-growing regions and Executive Dow Constantine is building partnerships and working with employees to meet the key challenges facing the Pacific Northwest in the 21st Century -- regional mobility, equity and social justice, and climate change.

This role focuses on the daily operations of the division and is the lead in designing and implementing strategies and projects that maintain present and future services necessary to meet our customer’s needs. We are looking for a seasoned, operational leader who is an exceptional strategic thinker and who can think outside the-box, break down barriers, and empower staff to continuously improve.

This position serves as a member of the division senior leadership team. This role involves daily interaction with staff from all levels the organization including elected officials, agency stakeholders, and separate branches of government. This role requires that the incumbent have exceptional strategic leadership and project management skills, a commitment to building and maintaining a diverse workforce, a driver of efficiency and innovation, and a desire to push self and others for successful results.

ABOUT FACILITIES MANAGEMENT DIVISION (FMD)
Through the work of over 350 dedicated employees, FMD provides clean, environmentally sustainable and cost-effective work environments within a changing world. Major sections of the division include:

Building Operations: Responsible for custodial services, maintenance, operations and security.
Capital Projects: Responsible for delivering large-scale projects in alignment with the policy directives of King County government, the facility needs of employees and the public, and for overall service to the community.
Real Estate Services: Responsible for acquiring property, negotiating leases, and property management for most county services. The section maintains a centralized inventory system of all County-owned real property and conducts sales of surplus property.  Real Estate Services processes utility permits, easements, rights-of-way construction permits, and utility franchise agreements.
Finance: Provides quality budgeting, accounting, facilitation of service delivery, and oversight of Facilities Management Division business practices, and coordination between units.
Planning and Administrative Services: Provides long term planning, energy management, legislation processing and space allocation for the county’s buildings.

KEY EXPECATIONS/REPSONSIBITIES FOR THE DEPUTY DIRECTOR:
The Deputy Director of Operations is responsible for managing the daily operations of the division including a variety of initiatives and projects. Key responsibilities include:

  • Implementing and promoting goals, vision, workforce management, performance measures, and strategies.
  • Developing and implementing an asset management system and energy efficiency plan to effectively manage County owned properties.
  • Participating in the development of the division budget with a focus on aligning strategic priorities with current resources.
  • Leading effective change management practices with employees and stakeholders.
  • Collaborating with key stakeholders and creating a communications plan and structure to enable effective and timely responses with customers on the status of major projects and initiatives.
  • Fostering a culture of innovation with a strong sense of how to develop and offer new products and services to meet current and emerging customer needs.
  • Utilizing internal and external resources, technology, and continuous improvement techniques to report metrics, improve processes, create more capacity, and deliver greater value.
  • Recommending, drafting, and advocating for legislation and other laws and regulations to support service improvements. Evaluate new legislation for impact and efficiently implement legislation changes.
  • Serve as Division Director in the absence of the director.
 THE IDEAL CANDIDATE FOR THIS ROLE IS A GOOD PEOPLE LEADER WHO WILL:
  • Have strong daily operations experience and background with a large facilities, public works, or real estate management organization; OR any combination of education and experience that clearly demonstrate the ability to perform the scope of job duties.
  • Demonstrate a high level of self-awareness and is comfortable with their own strengths and weaknesses.
  • Be culturally aware and comfortable having complex and challenging discussions about race and diversity in the workplace. Be sensitive to managing differences and building bridges.
  • Be able to lead a changing culture within an emerging LEAN organization focused on continuous improvement. 
  • Have a track record of conceptualizing, developing and implementing strategies, systems, standards and plans for a wide variety of functions.
  • Develop metrics and use innovative visual tools to display division priorities and strategic initiatives in a clear and impactful manner for use in policy decisions.
  • Create initiatives to develop, coach and mentor a culturally and generationally diverse staff in a collaborative manner that focuses on employee engagement, good communication, and team building. Experience working in an organized labor environment is a plus;
  • Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
